- Attachment D Attachment C Attachment B Attachment A TFSAOFR14CI0007 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; THIS COMBINED SYNOPSIS/SOLICITATION IS BEING ADVERTISED AS FULL AND OPEN COMPETITION. The Fiscal Service is soliciting for Trade and Quote Data for the Office of Financial Research (OFR) and the Financial Stability Oversight Council (FSOC). The NAICS Code is 519130, Internet Publishing and Broadcasting and Web Search Portals. The size standard is 500 employees. The Federal Supply Code is 7630, Newspapers and Periodicals. Competition for this procurement is not limited. OFR requires the trade and quote data (TAQ) found on the Consolidated Tape and its Over-The-Counter counterpart corresponding to the OTC/UTP data feed, Tape C which is the single consolidated source of data for NASDAQ listed securities. The Consolidated Tape is an electronic program that provides continuous, real-time data on trading volume and price for exchange-traded securities. Through the consolidated tape, numerous major exchanges - including the NASDAQ, the Chicago Board Options Exchange and the New York Stock Exchange - report their trades and quotes. Securities often trade on more than one exchange and the consolidated tape reports a security's trading activity for all of these exchanges, not just its primary exchange. The contractor shall provide annual subscriptions to OFR/FSOC users at a fair and reasonable firm-fixed price amount for a 12-month base period and four (4) 12-month option periods. All interested parties must be registered in the System for Award Management (SAM) Database in order to receive a contract award. The SAM database may be accessed through https://www.acquisition.gov.
