- GENERAL CONTRACT INFORMATION: This is a pre-solicitation notice to be issued as a request for proposal of a government requirement for the Department of the Interior (DOI), Bureau of Indian Affairs (BIA), San Carlos Irrigation Project (SCIP), Coolidge, AZ. NAICS Code will be 541690 and the size standard is $14,000,000. This acquisition is 100% set-aside for Small Business. The procurement will be conducted utilizing the best value continuum tradeoff process with the evaluation factors of specialized experience involving similar projects; past performance; and experience/technical competence of key personnel. The award will be based upon the best value to the government considering tradeoffs between the price and non-price related factors. The importance and weighting of the non-price factors will be significantly more important than price. The contract will be awarded for a one (1) year base period with an option to extend the contract for an additional four (4) years (at the discretion of the government). The contract term shall not exceed a total of five (5) years. OPTIONS: The government will evaluate price proposals for award purposes (inclusive of options) by adding the total price for all options to the total price for the basic requirement to determine the overall evaluated price. The range of magnitude for this project is between $1,000,000 to $3,000,000. Any resulting contract will be firm-fixed price. Funds are available for the proposed action, however, if the project is cancelled, all proposal preparation costs will be borne by the contractor. Responders are advised that the requirement(s) may be delayed, cancelled or revised at any time during the solicitation, selection, evaluation, negotiation, and/or final award process based on decisions related to DOI and BIA changes. Performance of this project will require the selected contractor to submit electronic invoices for payment. For more information about electronic invoicing, please go to: www.ipp.gov. Contractors are required to be registered in the System for Award Management (SAM) government system by the time proposals are due to be eligible for a government contract - the link can be found at http://www.sam.gov/ and we advise potential contractors to begin the registration process when they prepare their proposal to ensure the registration in the SAM database is complete and in-place should they be selected for the award. In the event a contractor is not registered in SAM at the time the proposals are due, the contracting officer will proceed to the next eligible successful offeror registered in the SAM database. The anticipated posting date of the solicitation to the Federal Business Opportunities (FBO) and FedConnect Websites (solicitation number A14PS00122) will be on or about March 3, 2014 (subject to change) and proposals will be due on or about April 1, 2014 (subject to change). The solicitation (and subsequent amendments if applicable) and all related documents can be downloaded electronically (once posted) from the FedConnect website (www.fedconnect.net) as NO HARDCOPY DOCUMENTS WILL BE ISSUED. We are requesting technical/prices proposals be submitted directly to the San Carlos Irrigation Project office (and NOT through FedConnect) therefore, proposals must be delivered (if submitting by courier, USPS, UPS, DHL or FedEx) to San Carlos Irrigation Project, 13805 North Arizona Boulevard, Coolidge, AZ 85128, Attention: Gary A. Haynes, Contract Specialist. Email, facsimile and oral proposals will NOT be accepted. Reference the solicitation number (A14PS00122) on your documentation. GENERAL DESCRIPTION OF WORK: The San Carlos Irrigation Project (SCIP) as a Federal Agency has a requirement to comply with Electrical Utilities Standards and CFR 25 175.10(b) which states that "Rates and Fees shall be reviewed at least annually to determine if project revenues are sufficient to meet the requirements set forth in paragraph (a) of this section." SCIP is requesting Technical Support Services that consists of furnishing all the necessary labor, supervision, materials, licenses, insurance, transportation, and equipment necessary for SCIP to comply with CFR 25 175.10(b). The qualified firm needs to specialize in rate studies, power scheduling, power contract administration, power resource planning, power conservation program and power system planning studies with 20 years extensive experience in Arizona. The qualified firm will be required to work with SCIP improving its competitive position by reducing power supply costs and improving system reliability. Qualified firm has to assist SCIP with long term power resource acquisition, participation in pooling opportunities through the Resource Exchange program and participation in the Integrated Resource Scheduling Program. All these activities have had the net impact of significantly reducing SCIP's annual power cost. Qualified firms need to meet SCIP's needs and requirements with in this specialized field of work. SCIP requires the qualified firm to complete all assignments with permanent in-house staff located within the Phoenix metropolitan area. The specialized work is best serviced by utilizing a single firm best able to serve SCIP. Qualified firm qualifications are best displayed by the fact they contract with several Arizona Utility Organizations and other Federal Power Agencies in Arizona. Qualified firms need to be formed by a consortium of many electric cooperative, municipal electric organization and Federal power agencies in Arizona. Qualified firm was formed as a way to provide quality, dependable studies especially suited to the unique needs of federal government agencies. The qualified firm needs to be local Utility Consulting/Engineering firm in Arizona to keep the cost down. The qualified firm will have a long term commitment to serve SCIP. The qualified firm must have familiarity with SCIP's current power supply and operating procedures to bring a valuable knowledge base and a unique level of experience, thus eliminating the learning curve and costs. The qualified firm needs to have combined knowledge and experience working with Arizona Electrical Utilities and know the laws and procedures for Federal Power entities like SCIP. The General Description of Work is stated as a synopsis of the total requirement.
