- NASA/JSC has a requirement for Structural Repair Training.The effort will include but is not limited to: teaching engineers to identify the basic design requirements for aircraft structural repairs; provide an introduction to typical aircraft structures and loads;an introduction to typical metallic structures and the properties of metals; an overview of typical fasteners and joints used in repairs, an introduction to techniques for performing calculations for joint load capabilities for typical aircraft structure, overview of the basic design for durability requirements; and allowingthe engineer to design a metallic structural repair for damage beyond Structural Repair Manual (SRM) limits with reasonable assurance of approval of other approval agencies (such as manufacturers, government regulators, etc.). The classes will be conducted at JSC, Ellington Field, TX and this training is required to prepare the engineering team to assess, design, and analyze structural repairs for NASA aircraft. This includes but is not limited to the fleet of Northrop T-38Ns, Gulfstream G1159A, Boeing C-9 Parabolic/Transport aircraft, Super Guppy 377-SGT-F, and General Dynamics WB-57F Research aircraft. NASA/JSC intends to purchase the items from The Boeing Company.The training for structural repair is only available from a limited number of vendors. Of those vendors, only one, Boeing, is an aircraft proficient vendor in the United States. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on February 7, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
