Description
This is a Request for Information (RFI) for market survey purposes only. This is not a solicitation for proposals and no contract shall be awarded from this announcement. This announcement supports FAR Part 10 Market Research. There is no solicitation package available at this time. The U.S. Government has a potential requirement to upgrade nineteen (19) C-12V aircraft to a Block II configuration. The first of these aircraft is an airworthiness qualification and standardization of one (1) C-12V to an upgraded C-12V Block II configuration of both civil and military Communication, Navigation, and Surveillance (CNS) avionics and an upgraded, Generation 3 Common Missile Warning System (CMWS). The basis for this standardized configuration will be accomplished using Supplemental Type Certification (STC) No. SA01268WI-D, Airworthiness Release (AWR) 119075A dated 25 April 2013, and BAE top level drawing numbers 0055A1032-3 for the installation of 3rd Generation CMWS. This standardization effort shall generate a first airworthiness installation qualification by the U.S. Army Aviation and Missile Command (AMCOM) Aviation Engineering Directorate (AED). Update to the basic technical data package will be required to implement additional capabilities provided thru the ARC-231, HF-9000, Mode 5 via the APX-119, and ADS-B thru the APX-119 and TDR-94D, IFIS and the 3rd generation CMWS. Places of Performance could include OCONUS and CONUS sites. All interested parties' responses should include the company's CAGE code, business size and descriptive literature (optional), along with responses to the following questions, to be submitted no later than COB 14 Feb 2014 to Ms. Stephanie Hillyard, email: stephanie.b.hillyard.civ@mail.mil or address: ACC-RSA (Aviation) ATTN: CCAM-ARA/Hillyard, 650 Discovery Drive, Huntsville, AL 35806. All responses must be in writing (electronic email responses are acceptable); no telephone calls will be accepted. 1. Does your company currently provide field and heavy maintenance support to King Air 200 aircraft IAW FAA repair station regulations? If yes, please provide specific examples. 2. Does your company currently have DCMA INSTR 8210.1C compliant facilities? 3. Can your company provision flight crews to support fielding, training, test, ferry flight activities etc for C12-V aircraft? Does your company have this capability today? 4. Can your company immediately provide contracted services in compliance with DFARS 252.228-7001 and DCMA INST 8210.1C? Explain. 5. Can your company provide past performance data demonstrating your capability to integrate ProLine 21 with DoD specific secure equipment (i.e. APX-119 and Anti Spoofing GPS) into a C-12V or comparable aircraft system? Describe the methodology your company would employ to support/accomplish aircraft integration/modification of uniquely militarized platforms? 6. Does your company have a Defense Contract Management Agency (DCMA) approved accounting system? This is market research only and is not a solicitation for requests for proposal. No reimbursement shall be made for any costs associated with providing information in response to this announcement or any follow up information requests. Nothing shall be construed herein or through this market research process to commit or obligate the Government to further action as a result of this research.
