Description
Questions and Answers from Vendors: questions regarding Sources Sought Synopsis with Draft T53PWS paragraph 1.4.5 "Foreign Disclosure Restrictions do not apply to this effort" are as stated below: Question: We assume this means there is no restriction on dissemination of technical information to foreign persons or entities. Is this correct? We ask this question because we are a foreign owned US company and, if awarded such work, may involve foreign nationals. Program Office Response: No, this assumption is not correct. Any interested vendor for the T53-L-703 repair effort must be a Honeywell, Original Equipment Manufacturer (OEM) authorized / certified repair facility and abide by the export / license agreements pertaining to the use of Honeywell commercial T53 technical manuals as outlined per Honeywell agreement with certified company. This agreement would pertain to the company and any of their sub-vendor or foreign owned repair sites intending to use the Honeywell T53 commercial technical manuals under the agreement. Release of technical manuals to other-than-certified / authorized OEM vendors is not prohibited. Question: Would it be permissible to perform some of this work outside of the US? In such case we might ship parts or assemblies for repair to another location. Program Office Response: Yes, it is possible to perform the T53 workload effort outside of the US as long as the company and its repair sites are Honeywell certified. The Program Office is considering for evaluation of proposals purposes only, evaluating the transportation cost as part of the bid proposal costs to account for the extra shipping/transportation charges, and risks with overseas shipments of engine assets.
