Description
The Naval Air Warfare Center Aircraft Division Lakehurst requires organic depot activation of the International Marine/Maritime Satellite Communication System (INMARSAT) HSD 440 with SSB Terminal and AMT 50 Antenna Kit at Fleet Readiness Center Southwest (FRCSW) North Island, CA. The effort shall consist of design, production, and installation of a turn-key system and shall include all of the special test equipment (STE), tooling, fixtures, training, access to technical data, and access to support infrastructure required to support the organic depot activation. In addition to STE, the contractor shall also provide the following: technical data for STE and Line Replaceable Unit (LRU)/Weapons Replaceable Assembly (WRA) repair, and Support Equipment Requirements Document (SERD), Unit-Under-Test (UUT) 'gold boxes,' and provisioning data. The Government intends to issue a contract on a sole source basis to Honeywell International Company, 400 Maple Grove Dr., Kanata, Ontario, Canada (EMS Technologies, Canada). Under the authority of 10 USC 2304(c)(1), FAR 6.302-1, this firm is considered the only manufacturer of the required equipment. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. A determination by the Government not to open this requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a full and open competitive procurement.
