Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. The Mission and Installation Contracting Command (MICC) Fort Bliss Texas, 1733 Pleasonton Road, El Paso, TX 79916 is issuing this Request for Information (RFI), in accordance with FAR 15.201(b). This is not a solicitation. This announcement does not constitute a Request For Quote (RFQ), Invitation For Bid (IFB), Request For Proposal (RFP), Request For Application (RFA) or an announcement of a solicitation nor does this announcement commit the Government to contract for any supply or service whatsoever. Further, the Army is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the Government will not pay for any information or administrative costs incurred in responding to this sources sought; all costs associated with responding to this announcement will be solely at the interested party's expense. Not responding to this sources sought does not preclude participation in any future RFP, if any is issued. Any resultant solicitation, if any, will be released through Federal Business Opportunities at https://www.fbo.gov. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. This sources sought is issued for the sole purpose of MICC Fort Bliss to conduct Market Research in accordance with FAR Part 10. Description of Requirement: The NAICS for this requirement is 325120, Industrial Gas Manufacturing, with a size standard of 1,000 employees. All interested businesses are encouraged to respond. Fort Bliss has a request for compress gases delivery to various locations (approximately see attachment Government owned compressed gas tanks) on the installation as well as surrounding areas to include but not limited to: Oro Grande, McGregor Range, Dona Ana. It is the Government's intent to order approximately the following compressed gases: Aviator Breathing Oxygen (ABO) Pre-Pure Nitrogen (99.5% pure, oil free) Carbon Dioxide (CO2) Nitrogen Argon Argon CO2 Oxygen Propane approximately (see attachment) gallons per month, with a 24-48 hour expected delivery timeframe. The Contractor is expected to refill the Government owned propane tanks in efforts to sustain 80% fill on every tank, which range in size from (see attachment) gallons to 20,000 gallon tanks on a weekly or monthly basis. SUBMITTAL INFORMATION: It is requested that interested businesses submit to the contracting office a brief capabilities statement package (no more than7 pages in length, 12 point font minimum) demonstrating ability to deliver to commodities listed. This documentation must address, at a minimum, the following and must be in sequential order: 1.Company Profile to include: Company name, company address, points-of-contact information including name, phone number, fax number and e-mail address, number of employees, annual revenue history, office location, CAGE code, DUNS number, and a statement regarding current business size status under associated NAICS codes. 2.Are you interested in potentially providing compressed gases to Fort Bliss in the near future (indicate your interest as a prime contractor or subcontractor)? 3.Describe your company's propane/compressed gas delivery experience. Prior/current corporate experience performing efforts of similar size and scope within the last three years, including contract number, organization supported indication of whether as a prime or subcontractor, contract value, Government point of contact, and a brief description of how the referenced contract relates to the supplies described herein. 4.Address your experience, within the past five (5) years, with the estimated monthly quantity expected to be ordered, what is the likelihood your firm is able to perform? Include any possible challenges you would be faced with and how you plan to overcome those challenges. 5.Address whether you intend to support this requirement from a single office or if you have multiple office locations that can be used to support this requirement. 6.Address whether you maintain your own staff of qualified (certified) fuel dispensing operators and identify the size of your permanent staff. 7.If your company holds a Federal Supply Schedule (FSS) Contract, please list the GSA Contract Number and relevant SINS. 8.How would your company respond to emergency unforeseen requirements with a one day delivery turnaround? 9.Based on your experience what is a feasible amount of compressed gas that can be delivered in one day depending on gas requested? 10.List the minimum/maximum capacity your trucks can hold of the requested compress gases. 11.This Sources Sought notice is being published with the intent to promote competition. Suggestions from industry regarding how competition may best be achieved are requested. All such suggestions will be considered; however, the Government reserves the right to solicit for the required services in a manner of its own choosing in accordance with the applicable procurement regulations. How to submit: Vendors capable of performing this effort are requested to furnish a complete response electronically to ignacio.ramirez-vargas@us.army.mil. All companies must be registered with System for Award Management (SAM) (https://www.sam.gov). Responses to this Sources Sought shall be submitted electronically by email to Ignacio Ramirez-Vargas, Contract Specialist, at ignacio.ramirez-vargas@us.army.mil. Responses shall be received no later than 12 February 2014 at 11:00 MST. Classified material SHALL NOT be submitted. Please submit all questions related to this Sources Sought to the Contract Specialist via email by 5 February 2014 at 11:00 MST. No phone or e-mail solicitations regarding the status of the request for proposal will be accepted prior to its release. This sources sought neither constitutes a Request for Quote or a Request for Proposal. This sources sought should not be construed as a commitment by the U.S. Government for any purpose. Submission of any information is response to this RFI is purely voluntary. The U.S. Government does not assume any financial responsibility for costs incurred. Proprietary information and trade secret, if any, must be clearly marked on all materials. All information received that is marked proprietary information will be handled accordingly. Please be advised that all submissions become MICC -Fort Bliss property and will not be returned nor will MICC- Fort Bliss confirm receipt of the RFI response.
