- The Department of Energy (DoE), Western Area Power Administration (Western), Loveland, CO is seeking capabilities packages from industry to satisfy requirements that demand helicopter services for performance of long-line maintenance activities on high voltage transmission lines. Contractors interested in proposing will be required to submit a capabilities package for evaluation and certification by Western's Aviation Manager (AM) prior to proposal submittal. Any information submitted by respondents to this sources sought synopsis is voluntary. This sources sought notice is not to be construed as a commitment by the Government, nor will the Government reimburse any costs associated with the submission of information in response to this notice. The Government's assessment of the capability packages received will factor into whether any forthcoming solicitation will be conducted as a full and open competition or as a set-aside for small businesses, or any particular small business designation (e.g. SDVO, EDWO, HUBZone, 8(a), etc.). The following requirements must be provided within the capabilities package: Specific pilot requirements within Western's Aircraft Charter Specification Manual (ACSM): •Minimum 3,000 flight hours as Pilot in Command. •Minimum 1,500 flight hours as Pilot in Command in helicopters. •Minimum 50 flight hours in a light single-engine turbine-powered helicopter to be used for Human External Cargo (HEC) operations. •Minimum 1,000 flight hours, Mountain Flying Experience as Pilot in Command in helicopters. •Minimum 1,000 flight hours "Low Level "experience as Pilot in Command. This requirement includes documented experience flying in the "wire environment" conducting power line patrols or construction, helicopter external load operations or other low level flight operations. •Contractor must provide documentation of Pilot Certifications, current Medical Certificate and current pilot flight and ground training. The following Pilot-in-Command (PIC) requirements are in addition to Appendix G of Western's ACSM and must be provided: •PIC must provide documentation indicating that he/she has flown a minimum of 500 hours of Precision - Vertical Reference - Helicopter External Load Operations using a long-line in excess of 50 feet. This experience requirement may have been conducted during flight operations such as, but not limited to, transmission line construction, portable oil /natural gas exploration (seismic), helicopter logging, some firefighting operations, or general construction projects that required vertical reference, external load pilot experience. Platform work requires a minimum of 150 documented flight hours in that exact configuration. •Pilots who do not meet the minimum requirements referenced above, but are close to meeting these requirements may request a waiver from Western's Aviation Manager. The waiver process may require an initial flight check allowing the pilot to demonstrate his piloting skills with non-human loads for both Class B and/or Class A platform operations. In all cases, Western's Work Procedure and Pilot Qualification Training will be required, and certification issued by designated Western Transmission Line Maintenance and Aviation personnel, prior to the start of any work requested by Western, and annually thereafter. •Only approved pilots and approved aircraft shall be used in the performance of the upcoming contract for long-line maintenance activities. Pilot and contractor shall adhere to all Federal Aviation Administration (FAA) regulations, Parts 91 & 135, DOE Order 440.2B, Western Order 440.2 regarding Commercial Aviation Services, Western's Aircraft Charter Specifications Manual (ACSM), work procedures outlined in Western's Transmission Line Helicopter Maintenance Manual and specific human external load procedures outlined in contractors FAA approved Helicopter Class B External Load Manual. CAPABILITIES PACKAGE: All vendors interested in becoming certified must provide a capabilities package showing documentation of meeting the above listed standards so Western's Aviation Manager can pre-qualify contractors for upcoming work.
