Description
Market Survey “ The purpose of this survey is to determine INTEREST in the following project. All interested vendors should return the completed BUSINESS DECLARATION to GINA.STORLIE@FAA.GOV no later than COB on February 4, 2014. The full solicitation will be released at a later date, and set-aside in accordance with the results of this survey. Note there is a qualifying requirement of at least ten (10) years of experience in the field of construction contract scheduling. Project Description “ The Agency has a requirement for Forensic Construction Scheduling. The Scheduler must have at least 10 years of construction scheduling experience. The anticipated project synopsis is as follows: This work will include the in-depth review/analysis of the following items: a.Construction schedules. approximately 40 total; there are roughly 1,500 activities on the schedule b. Time Impact Analysis (TIA) relevant contract drawings and specifications. c.Weekly Reports. Approximately 150 total. d.Owner ™s Meeting Minutes. Approximately 120 total. e.Requests for Information (RFI ™s). Currently, over 1,200 RFI ™s have been issued. f.Submittals. There are approximately 700 submittals to date. g.Potential Change Items (PCI ™s). PCI ™s are initiated by the construction contractor and submitted to Owner for review/validation. Approximately, 390 PCI ™s have been submitted, of which 93 have been deemed invalid/VOIDED. h.Proposed Contract Changes (PCC ™s). PCC ™s are initiated by the Owner and given to the contractor for pricing. 18 PCC ™s have been issued and each one averages 6 to 8 pricing items. i.Non-compliance reports (NCR ™s). j.Stop-work orders for government shutdowns. 2 have been issued. k.Two-week look-ahead schedules produced by the construction contractor. l.Perform schedule analysis to track added and/or deleted activities, as well as relationships/links between activities, from month to month. m.Establish/track the critical path progression and changes for the construction duration. Phase II At the request of the Agency, the forensics vendor shall review and analyze any claims submitted by the construction contractor. The purpose of the review/analysis is to determine the legitimacy of the claim based on the findings and recommendations of Phase I as well as the information provided in the claim. The forensics vendor will be required to track and submit time sheets for individuals working on this phase. Travel expenses, if necessary, during this phase shall be submitted to the Contracting Officer for validation and payment. Government travel and per diem costs shall apply. Each forensics vendor shall submit the following information with their initial price proposal: a.Hourly rates for personnel that would contribute to Phase II work If you are a small business, and interested in this project, you may be eligible for bonding assistance. This Notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization, has a program to assist small businesses, small businesses owned and controlled by a socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $750,000.
