- Description
- Purpose The centerpiece of the Military Health System (MHS) governance reform, as outlined in the Deputy Secretary of Defense's March 11, 2013 Memorandum "Implementation of Military Health System Governance Reform," was the creation of a Defense Health Agency (DHA). The intent behind the transition to the DHA is to achieve greater integration of direct and purchased health care delivery systems to accomplish the Department's Quadruple Aim: achieve medical readiness, improve the health of our people, enhance the experience of care, and lower our healthcare costs. The DHA was established, October 1, 2013, and is now working to achieve the aforementioned goals. It has assumed responsibility for shared services, functions, and activities of the MHS and other common clinical and business processes. This Request for Information (RFI) is being released by DHA to solicit input from small and large business on the impact of consolidating contracts for Product Service Code - Q requirements (e.g., clinical, ancillary). THIS IS A REQUEST FOR INFORMATION (RFI) IAW FAR 15.201. It is for information only. This RFI shall not be construed as a formal solicitation or an obligation on the part of the Government to acquire any product or services. It does not guarantee a solicitation will be issued. Submission of any information in response to this RFI is completely voluntary, and costs associated with any submission shall not be reimbursed by the Government. The information requested will be used by the DHA and the Department of Defense (DoD) to facilitate decision making. Background Currently, the majority of DoD's Q coded medical services are awarded to small businesses. Consolidation of these contracts could result in savings to the Department of Defense through standardization of requirements, reduced competition between hospitals for scarce resources and improved oversight. The DHA is seeking to learn from industry the impacts on small business by consolidating contracts for Product Service Code - Q requirements (e.g., clinical, ancillary). DHA is seeking information from industry through the use of a short survey that should take no longer than 10 minutes to complete. This survey gauges large and small businesses that perform Q coded medical services along with the potential positive and negative impacts of consolidating contracts on small businesses. Finally, the survey seeks to solicit thoughts on concepts such as regional (i.e. North, West, South regions) and functional (physician, registered nurse, etc.) consolidated contracts. If your company is a large or small business interested in providing Q-coded services to the Department of Defense, please complete the attached questionnaire at: https://www.surveymonkey.com/s/ClinicalServiceConsolidation. Completing this survey will allow the DHA to collect the name, phone number, and e-mail address of a company representative that the government may contact for additional information. Information gained through this RFI will be used to further refine DHA requirements. Individual capability briefs will not be accepted at this time. Interested parties are urged to monitor the official Government Point of Entry at www.fbo.gov for future announcements regarding DHA needs. It is the responsibility of interested parties to check this site regularly for any changes or updates. Vendors can subscribe to the Federal Business Opportunities (FBO) Vendor Notification Service to receive emails notifying them of all notices for a particular solicitation number. Response Instructions: Responses to this RFI are due by 5:00 PM EST on February 12th, 2014. All feedback and information received may be used to determine the appropriate acquisition plan and strategy for possible future acquisitions.
