- Synopsis: Notice of Intent to Award a Sole Source Cost Plus Fixed Fee Contract The U.S. Army Contracting Command Aberdeen Proving Ground - Belvoir Division, on behalf of the Night Vision & Electronic Sensors Directorate (NVESD) intends to negotiate with Raytheon Vision Systems (RVS) of 75 Coromar Drive in Goleta, CA, on a sole source basis to provide III-V Infrared Focal Plane Array (FPA) Fabrication Development. Specifically, the Contractor shall refine and demonstrate high-performance infrared FPA technologies that are capable of mid-wave infrared (MWIR), long-wave infrared (LWIR) and LWIR/Dual-Band detection. This effort is a follow-on action to BAA Contract W909MY-11-C-0022, which was competitively awarded in support of the Vital Infrared Sensor Technology Acceleration (VISTA) Program. The proposed contract action will leverage the research and development previously performed in order to further refine and develop advanced infrared technologies. The estimated period of performance is twenty-four (24) months; this includes a twenty-one (21) month base period and a three (3) month option period. The resultant contract will be Cost Plus Fixed Fee (CPFF). It has been determined that Raytheon Vision Systems is the Only One Responsible Source and no other Supplies or Services will satisfy Agency Requirements. The statutory authority for other than full and open competition is 10 U.S.C. 2304(c)(1) and FAR 6.302-1; Only One Responsible Source. This notice of intent is not a request for proposals. However, all responsible sources may identify their interest and capability to respond to the requirement or submit a proposal. All proposals received within 30 days will be considered by the Government. Responses shall be no longer than ten (10) pages and shall be in a Microsoft Word compatible format. All responses and requests for further information shall be submitted via email to the Contract Specialist, Elizabeth Bray at elizabeth.a.bray10.civ@mail.mil. Telephone requests for additional information will not be honored. Acknowledgement of receipt will be issued. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
