- EXPRESSION OF INTEREST Chemical Management Managed Service I.INTRODUCTION Battelle Energy Alliance LLC (BEA), Managing & Operating contractor of the Idaho National Laboratory (INL), is requesting an Expression of Interest from Prospective Offerors (Subcontractors) that are qualified and capable to provide a fully-managed service that fulfills chemical management needs at the INL. Prospective Offerors shall demonstrate their qualifications and capabilities by their responses to the submittal requirements listed in Section Three. Only Prospective Offerors that meet all submittal requirements herein should respond to this Expression of Interest. II.PROJECT DESCRIPTION The purpose of the proposed contract is to transition the chemical management services currently being performed under BEA management oversight to an independently managed service. Work will be performed on-site at the INL in support of approximately 4,000 INL employees and subcontracted workers, ranging from administrative personnel, laborers, craft specialist, scientists and engineers, researchers, to senior executives. The contract length will be between three and five years. The Subcontractor will provide personnel to serve as chemical coordinators to perform chemical approval initiation, acquisition, receipt, storage, and tracking. The Subcontractor will also provide supervisory personnel to support chemical services procedure development and maintenance, training program maintenance, technical support, and chemical data quality reviews. The Subcontractor will also provide a computer support specialist and data administrator to assist chemical coordinators and the supervisor with data reports, hardware and software issues, impacts of INL patches and upload, and Material Safety Data Sheet conversions and uploads to Dolphin Comply Plus Web (CPW). Additionally, as part of this managed service, the Subcontractor shall supervise and oversee all chemical management program aspects such as hiring, firing, training, maintaining procedures, maintaining software QA, and supporting customer needs III.SUBMITTAL REQUIREMENTS Prospective Offerors should provide a written response to address the following: 1.Introduction: Overview of the company including successful past performance performing similar work over the past five years. Please also include the name, phone number, and e-mail address of a representative of your company who can be contacted regarding this Expression of Interest. 2.Local Presence: Validation that the company has an Idaho Falls presence, or can obtain an Idaho Falls presence, by May 1, 2014. The Subcontractor office must be located within 10 - 15 miles or 15 minutes travel time from 2525 N. Fremont Ave., Idaho Falls, ID 83415 (INL Headquarters). The local presence shall contain a small office area and conference room capable of handling a meeting with up to 12 individuals. 3.Personnel: Validation that the company can provide the following personnel (with the requisite experience/training) to perform work at the Idaho National Laboratory starting approximately May 1, 2014: a.Approximately six Chemical Coordinators, at least two of whom possess a DOE "L" clearance. The Chemical Coordinators must possess between 4 and 6 years experience using Dolphin Company Plus Web (CPW) with chemical, waste, engineering, industrial hygiene, or radiological. b.One Technical Support Resource. The Technical Support Resource must possess excellent IT skills and 4 years experience using Dolphin Company Plus Web (CPW), and additionally 12 years experience in chemical, waste management, or industrial hygiene work. c.One Chemical Management Supervisor. The Chemical Management Supervisor must possess 7 years experience using Dolphin Company Plus Web (CPW), and additionally 10 years experience in chemical, laboratory, waste management, or industrial hygiene work. Offerors should limit their entire response to less than five pages. Please note that "validation" as stated above, is defined as a description which demonstrates or proves that the Prospective Offeror can provide the required item (the local office and/or personnel as described above), or a detailed description of the process the Prospective Offeror will follow to acquire the required item. Note: The formal RFP and SOW will contain additional and more specific submittal requirements.
