Description
The Naval Air Systems Command (NAVAIR) intends to award a Cost-Plus-Fixed-Fee (CPFF) Delivery Order with a base and optional period of performance under Basic Ordering Agreement N00019-14-G-0019 on a sole source basis with Lockheed Martin Mission Systems and Training (LM-MST) in Owego, NY. The base period of performance effort includes Non-Recurring Engineering (NRE) tasks supporting software development, laboratory testing, ground testing, and flight testing to include delivery of training and relevant Integrated Logistics Support (ILS) products for the LAU-61 G /A Digital Rocket Launcher (DRL) capabilities when loaded on the MH-60 Sierra and MH-60 Romeo aircraft. The anticipated software development, integration and test effort will leverage existing DRL Aircraft Operating Program (AOP) software and associated Government Furnished Information (GFI) to provide guided rocket employment information to the aircrew. Optional period of performances efforts include DRL Joint Mission Planning System (JMPS) integration efforts to assist in aircraft mission planning, capability for weapon simulation training for the aircrew, and integration support of the Helmet Display and Tracking System (HDTS) provided as GFI to provide the aircrew with precise visual targeting aid for both Unguided and Guided Rockets when employed with the DRL on the MH-60 Sierra and Romeo aircraft. This action is being awarded on a sole source basis to Lockheed Martin MST in accordance with FAR 6.302-1 "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements;" because they are the only qualified source which possesses the detailed knowledge of the MH-60 DRL System design to allow them to perform the NRE and integration efforts in a timely and cost effective manner. This notice of intent is not a request for competitive proposals; however, responsible sources may submit a capability statement, which will be considered by NAVAIR.
