Description
MARKET SURVEY - The FAA has a requirement for a PC-Based Runway Visual Range (RVR) FA-19200 Test Bed, which consists of Test Equipment, Repair Procedures and Training. The PC-Based RVR System enables monitoring of visibility conditions on the runway as seen from the runway level. This requirement will support AML-7000 to repair Line Replaceable Unit (LRU) and sub-LRU at the depot level The proposed Fixed-Price contract is for all labor, tools, test equipment, parts, hardware, software, line replaceable units, sub-line replaceable units, repair procedures, training, and any other technical or administrative support necessary to provide the test bed/test fixture, repair procedures and training to the FAA. The Original Equipment Manufacturer, Vaisala Inc., Boulder CO, designed, produced, and currently provides repair and logistics support to the FAA for the PC-Based RVR system. The logistics support is transitioning to the FAA Logistics Center, Oklahoma City, OK. As Vaisala Inc. holds the data rights and repair specifications, they are the only known source for the Test Bed, Repair Procedures and Training. Therefore, the FAA does not have specifications or drawings available for release. The intent of this announcement is to permit companies that may possess the technical capabilities to provide the Vaisala test bed, repair procedures and training an opportunity to provide specific information as to their unique capabilities to provide such. Only those responses providing the required documentation in response to this market survey will be considered prior to further action by the FAA. Interested parties who possess the necessary capabilities should respond with their documentation in writing to the Contract Specialist. The FAA will not pay for any information received or costs incurred in preparing responses to this market survey. Any proprietary information should be so marked. This announcement shall not be construed as a request for proposal or as an obligation on the part of the FAA to acquire these services. Responders to this announcement may be asked to provide additional details/information based on their initial submittal. The final determination by the FAA not to open this requirement to competition, based on any information provided, is solely within the discretion of the FAA. All responses to this market survey quote must be received by Friday, January 31, 2014, 2:00 PM CST (Oklahoma Time).
