- THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS OR DRAWINGS AVAILABLE AT THIS TIME. The Naval Facilities Engineering Command Southeast (NAVFAC SE) is seeking qualified and interested parties in any of the following categories: U.S. Small Business Administration (SBA) certified 8(a), HUBZone Small Business (HUBZone), Woman Owned Small Business (WOSB), Service Disabled Veteran-Owned Small Business (SDVOSB), Veteran-Owned Small Business and/or Small Business (SB) sources with current relevant qualifications, experience, personnel, and capability to perform. The solicitation number for this Notice is N69450-14-R-0TBD entitled Renovate administrative space in Building 603 on Saufley Field at Naval Air Station (NAS) Pensacola, Florida. The Naval Facilities Engineering Command Southeast (NAVFAC SE) located in Jacksonville, Florida will be the procuring agency for this project and intends to ultimately award a Firm Fixed Price (FFP) Design Build construction contract above $10M. The NAICS code for this solicitation is for 236220 Commercial and Institutional Building Construction, this industry comprises establishments primarily responsible for the construction (including new work, additions, alterations, maintenance, and repairs) of commercial and institutional buildings. The Small Business Size Standard is $33,500,000. There is no bid package or solicitation. No telephone calls will be accepted requesting a bid package or solicitation. In order to protect the procurement integrity of any future procurement, if any, that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. The Government will use responses to this SOURCES SOUGHT Notice to make appropriate acquisition decisions. The Government invites contractors with the capabilities necessary to meet or exceed the stated requirements to submit Capability Statements consisting of appropriate documentation, literature, brochures, and references anticipated to be 5 to 6 pages. Project Description: Renovate administrative space in Building 603 to accommodate administrative functions of new tenants: reconfigure non-load bearing interior walls; replace suspended ceilings and floor coverings; modernize fire suppression system; paint walls; replace windows with glazing to meet ATFP, hurricane, and energy reduction standards; re-surface existing parking; replace energy inefficient direct expansion and chilled water A/C systems with central chilled water system; modernize Building 603 to comply with current life safety and fire codes. Replace east side elevator within existing shaft. The government is only seeking a 2 to 6 page response. The information which must be contained in your response is as follows: 1) Provide company information to include name, address, phone number, email address and DUNS number. 2) Business size and socio-economic program (Small Business, HUBZone, 8(a), SDVOSB, etc); 3) Bonding Capacity: Provide surety's name, telephone number and point of contact, your maximum bonding capacity per project. In addition to the general information above, interested offerors must provide the following specific information: 4) Provide a minimum of two projects performed as a Design-Build Prime contractor within the last seven years of similar size, scope and complexity as the work indicated above. Indicate project specifics and provide references with names, email addresses and phone numbers. 5) Provide recent project examples demonstrating the capability to Renovate administrative space projects with a value of approximately $10 million or greater. The Government will make a determination on whether to limit competition based on the analysis conducted on the responses received. The Capabilities Statement for this Sources Sought Notice is not expected to be a proposal, but rather short statements regarding the company's ability to demonstrate existing-or-developed expertise and experience in relation to the areas specified herein. Any commercial brochures or currently existing marketing material may also be submitted with the Capabilities statement. Submission of Capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the Government in tailoring requirements to be consistent with industry capabilities. Your response to this sources sought announcement must be received by 3:00 pm ET on 14 February 2014 and may be received electronically.
