Description

The Naval Air Warfare Center Aircraft Division (NAWCAD), Patuxent River, Maryland, has a requirement to install a Variable Stabilization System (VSS) in a UH-72A Lakota helicopter for the United States Navy Test Pilot School (NTPS). This requirement is for the development, manufacture, installation, testing and certification of a VSS in a UH-72A at the NTPS, NAS Patuxent River, Maryland. The effort will consist of the installation of the VSS in a UH-72A over an 8 to 12 month period after date of award with a single option for a second system should an additional UH-72A aircraft become available to the NTPS. The place of installation is NAS Patuxent River, Md. The Government's intent is to award a single contract to the offeror who provides the best overall value, with award anticipated no later than 10 July 2014. The resultant contract is anticipated to be on a firm fixed price type basis. The solicitation will be offered for unrestricted competition under NAICS code 541712 (Other Support Activities for Air Transportation) with a size standard of $30 million. The Product Service Code is 6605, Navigation Instruments. The capability is temporarily being provided by the National Research Council Canada, via the Canadian Commercial Corporation under contract N00421-13-C-0013. Prospective offeror's should note that this notice pertains to the development, manufacture, installation, testing and certification of a VSS in a UH-72A helicopter. The solicitation for the VSS will be posted on FBO for full and open competition under solicitation # N00421-13-R-0104 as an unrestricted competition.
