Description
This is a Sources Sought Notice and is for information purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS. A market survey is being conducted to determine the interest of the industry within NAICS code 221112 and establish that there are adequate Large and/or Small Business (HUBZone, 8(a), or Service Disabled Veteran Owned Small Business) contractors for the following requirement. The Government will not pay for the provision of any information, nor will it compensate any respondents for the development of such information. The Army Corps of Engineers, Philadelphia District, is interested in awarding (1) contract for Operation and Maintenance of the government owned 56 Megawatt (MW) Diesel Powered Turbine Power Plant and its associated distribution network at Bagram Airfield Afghanistan. This requirement is for the Operation and Maintenance of the following items: Existing 56MW power plant (combination of diesel and combustion turbine generators) Ten (10) - Diesel Generator Sets - Cummins Model DQKC with QSK60-G6 Engine - Each generator set derated to 1.0 MW for a total of 10 MW Four (4) - Combustion Turbine Generator Sets - Solar Model Titan 130 - Each generator set derated to 10 MW for a total of 40 MW One (1) - Combustion Turbine Generator Set - Solar Model Taurus 70 - Derated to 6 MW Medium voltage distribution lines from the power plant to the High Voltage side of each transformer to include the transformers Secondary distribution system extending from the Low Voltage side of each transformer and ending with the main circuit breaker at each distribution panel to include the panel Perimeter lighting system Area lighting system Solar lighting (fixed and portable) systems Contractor personnel performing the O&M and/or overhauls of the turbine generator sets shall at a minimum, posses specialized manufacture certified training specific to the makes and models listed above. The contractor shall also be responsible for connecting existing and new facilities at Bagram Airfield to the current distribution system (low and medium) and assume the O&M of the new connections when it is required by the base. The requirement will contain one additional work option for the replacement of one contingency turbine engine. The period of performance will be for 1 year and will include 2 one year option periods. The NAICS Code for this project is 221112 and the small business size standard is 4 million Megawatt Hours. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. All interested Small Business, HUBZone, 8(a), or Service Disabled Veteran Owned Small Business contractors should submit a narrative containing the following information: A. Contractor Identification Data, to include: 1. Contractor data (Name, Address, Zip Code) 2. Cage Code 3. DUNS 4. Contract number(s) 5. Dates of contract performance 6. Socioeconomic designation B. A short Executive Summary of your company's prime area of business, capabilities, and qualifications (no more than one page at 12 pitch font). C. Brief descriptions of recent and relevant experience on contracts performed within the last 3 years. The description shall include contract number, project summary, dollar value, complexity, and the customer's name, e-mail address and phone number. C. Provide the name, position, address and phone number of your firm's central point of contact for the submitted information in the event clarification of your firm's capabilities is warranted. D. Provide assurance that your firm currently has the specialized manufacture certification or can obtain the training prior to contract award, which is anticipated for 30 August 2014. Narratives shall be no longer than FIVE (5) pages.
