Description

This project is located in El Paso, Texas and is set-aside exclusively for small business firms with NAICS Code 238220. The General Services Administration (GSA) shall only issue the solicitation for this project in an electronic (PDF) format. The General Services Administration (GSA) is soliciting proposals for a project called El Paso, Armendariz Federal Courthouse, After Hours Cooling. The Contractor shall furnish all of the necessary labor, materials, equipment, tools and supervision to accomplish the work as noted in the solicitation documents. The work includes but is not limited to the following: Disconnect existing piping to prepare for new pipe connections to connect new air cooled chiller. Remove and reinstall roof ballast at proposed air cooled chiller location. Provide and install new 70 ton nominal capacity, air-cooled scroll chiller. New air cooled chiller's control system shall communicate with existing building automated system. Contractor will be responsible to verify existing BAS and provide all necessary wiring, controls, and/or LON cards (if needed) to integrate chiller's controls to BAS. Provide structural support frame for air cooled chiller that will be set on top of roof. Contractor will assure roof modifications will not void roof warranty. Provide and install all necessary piping and electrical for new air cooled chiller. Contractor is responsible to verify existing electrical power and upgrade as necessary to meet new requirements for cooling tower. Contractor shall provide three (3) copies of owner's (O&M) manuals for architectural, mechanical and electrical equipment & systems. In compliance with FAR 36.204, the magnitude of this construction project is estimated to be between $100,000.00 and $250,000.00. The solicitation will be issued on or about 2/12/14 with a site visit 3/5/14 at 10 am MST at the Armendariz Federal Courthouse, 525 Magoffin Ave., El Paso, TX 79901. An RSVP is requested from all attendees so sufficient materials will be available for distribution. Attendance at this conference is considered to be vital to the preparation of a competitive and cost effective proposal and to understanding the total result desired by the Government. Attending this conference is not mandatory but failure to attend the meeting may not be used as an excuse for omissions and miscalculations in offers. The proposal due date will be on or about 3/19/14. A bid bond (20% of proposal value) is required for this project. Insurance verification as well as a Payment Bond or an Irrevocable Letter of Credit will be required following award, pursuant to the Miller Act. The Period of Performance (PoP) for the project is 60 days from the issuance of the Notice to Proceed (NTP). Liquidated damages will be incurred for each day of delay beyond the total time allowed for this project. Liquidated Damages for this project will be $83.00 per calendar day of delay.
