Description
NASA/GSFC has a requirement for Electrical Ground Support Equipment (EGSE) in support of the Mars Organic Molecule Analyzer Mass Spectrometer (MOMA-MS) a joint NASA and European Space Agency (ESA) instrument comprised of two, complementary mode mass spectrometers. NASA/GSFC intends to purchase the services and supplies from University of Michigan, Space Physics Research Laboratory (SPRL). This effort consists of engineering development and practical application of engineering development activities for the production of the electronics that control and power the MOMA-MS currently under contract with University of Michigan SPRL. This requirement is for the supplies and services to support the design, build, test, integration and delivery of EGSE for MOMA-MS including test support, shipping expenses, travel expenses, and hardware and software items. This effort is a modification to contract NNG12CR34C. SPRL has unique qualifications because the electronic modules required for the MOMA-MS are highly integrated and require specialized expertise to minimize additional risk from an integration and compatibility standpoint. SPRL has the experience under the existing contract to ensure their supplies are compatible for each electrical module in the Secondary Electronics Box. Interested organizations may submit proposals detailing the capabilities and compatibility of their products and services to the Electrical Ground Support Equipment (EGSE) in support of the Mars Organic Molecule Analyzer Mass Spectrometer (MOMA-MS). All responses must be submitted via written communication not later than 12 NOON EASTERN STANDARD TIME (EST) on Friday, February 28th. The capabilities and compatibilities of the services will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. The determination by the Government not to compete this proposed effort on a full and open competition basis will be based upon the response to this notice and is solely within the discretion of the Government. Oral communication is not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
