- This is a sole source synopsis notice for commercial services as prepared in accordance with the format in FAR Subpart 5.207. The Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1, there is only one responsible source and no other supplies or services will satisfy agency requirements, under the authority of 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice is not a request for competitive proposals and does not constitute a solicitation. However, all proposals received within 15 days after date of publication of this synopsis will be reviewed by the Government. A determination by the Government not to compete this proposed action, based upon responses to this notice, is solely within the discretion of the Government. The General Support Contracting Center, CENTCOM-Joint Theater Support Contracting Command (C-JTSCC) has a requirement for satellite In-Transit Visibility (ITV) services to track shipments in Afghanistan. The contract will provide 13 In Transit Visibility (ITV) licenses and associated services for the tracking of USG materiel shipments performed under the National Afghan Trucking (NAT) and Afghan Trucking Network (ATN) contracts. The total period of performance will be for 1 year only because of the current retrograde operations. This contract is for the Global Distribution Management System (GDMS), satellite connectivity to GDMS from theater, internet connectivity and bandwidth to host GDMS, in theater support staff to load, maintain and integrate USG information into GDMS, CONUS located backup of GDMS data, and operator training.
