Description
The U.S. Environmental Protection Agency, (EPA) Office of Research and Development (ORD); National Health and Environmental Effects Research Laboratory (NHEERL); Mid-Continent Ecology Division (MED) has a need for boatwork on the EPA R/V Lake Explorer II. This solicitation is 100% Set-Aside for Small Business. The successful contractor shall provide all necessary labor, materials, facilities, and services in support of the efforts delineated by the Performance Work Statement (PWS). Specific work required includes the following: ?Temporary Services ?Drydock and Routine Drydock Work ?Underwater Hull Coating, ?Tailshafts and Bearings Inspection and Repairs Optional items included in this solicitation are as follows: ?Marine Engineering/Repower Services ?Removal and Installation of Main Ship Propulsion System ?Hull Inspection Ultrasonic tests ?Dripless Shaft Seals ?Spare Engine Parts ?Sewage Tank Level Indicator ?New Galley/Mess Deck ?New Ship Propellers ?Bulbous Bow Install ?Hull and Superstructure Paint ?Deck Paint ?Reducing Piping Redundancy in Engine Room ?Replacing Fuel and Water Cooling Pipes in Engine Room The EPA expects the successful offeror to perform any engineering work necessary for the re-power services prior to delivering the vessel to the successful offeror. Delivery is expected no later than September 2014, with all boat work completed in 12 weeks (for the base and all optional items). This solicitation and resultant contract for are considered to be Firm-Fixed Price Commercial Items pursuant to FAR Part 12. The applicable NAICS code is 336611 Ship Building and Repairing with a size standard of 1,000 employees. Only one award will be made to the responsible offeror whose proposal, conforming to the solicitation, is determined to be the best value to the Government. The solicitation will be made available on or about February 18, 2014 on the EPA Cincinnati Procurement Operations Division (CPOD) website at http://www.epa.gov/oam/cinn_cmd/. Hard copies will not be provided. It is the responsibility of potential offerors to frequently check the EPA CPOD website for amendments. The RFP will close approximately forty-five (45) days after the RFP is posted.
