Description
This combined synopsis/solicitation is being posted in accordance with FAR 5.102(a)(6) and FAR 13.106-1(b)(1). This posting is requesting items using a brand name description. Products offered other than those specifically referenced by brand-name in this posting will not be accepted. The use of such descriptions in this acquisition is essential to the Government's requirement, thereby precluding consideration of a product manufactured by another company. In support of the U.S. Environmental Protection Agency (EPA), Office of the Administrator (OA), the Office of Acquisition Management (OAM) intends to make a one-time supply purchase with a delivery date of no more than 10 days after receipt of order (ARO). Additional warranty service plan coverage need not be provided. The NAICS code for this combined synopsis/solicitation is 423410, PHOTOGRAPHIC EQUIPMENT AND SUPPLIES MERCHANT WHOLESALERS with a small business size standard of 100 employees. This requirement is not restricted to small business concerns, and is open to other than small businesses, provided the lack of adequate competition from small business found in OAM's market research. Award will be made to the lowest-priced, technically acceptable offeror. Quotes should be itemized and firm-fixed price. Vendors should also identify in their quote whether or not Government purchase card is an accepted form of payment. The point of contact (POC) for this combined synopsis/solicitation is Stefan Martiyan, Contracting Officer at martiyan.stefan@epa.gov. All quotes shall be submitted to the POC no later than the response date and time. Quotes submitted after the response date and time will not be accepted. Below is a list of the items requested in this combined synopsis/solicitation. One (1) of each item is required. Manufacturer numbers (Mfr#) have been provided when known. Item Name/Description: (1) Nikon D800 Digital SLR Camera (Body Only) (Mfr#: 25480); (2) Nikon AF-S Nikkor 24-70mm f/2.8G ED Autofocus Lens (Black); (3) Nikon SB-910 AF Speedlight i-TTL Shoe Mount Flash (Mfr#: 4809); (4) Vello Bounce Dome (Diffuser) for Nikon SB-900 & SB-910 Speedlights (Mfr#: BD-NSB900); (5) Eye-Fi 16GB SDHC Memory Card Pro X2 Wireless Class 10 (Mfr#: EYE-F1-16PC); (6) ScanDisk 32GB Extreme Pro CompactFlash Memory Card (160MB/s) (Mfr#: SDCFXPS-032G-A46); and (7) Nikon EN-EL 15 Lithium-Ion Battery (1900mAh) (Mfr#: 27011) Brand Name Justification: EPA requires a visual record of its events and happenings. Up to 1,000 photographic images per week are collected, sorted and posted in multiple places including the National Archive. EPA maintains a media website with the current image inventory of both events, official and stock images. Although the website is only 10 years old, the Agency has had an official photographer since it was created, and EPA only hires professional photographers. Professional photographers use either Nikon or Canon platform. Once a decision is made to use one brand, no changes are made unless a platform switch is warranted. EPA's Office of Multimedia (OM) previously chose and currently uses the Nikon platform. Additionally, OM is not willing to make a switch to a new platform for two (2) non-monetary reasons: (1) Nikon is OM's standard for photography; and (2) Nikon is an industry standard. Additionally, from a monetary and potential cost savings standpoint, in future procurements, if a new camera, camera lens, camera battery, flash or filter, or any other camera accessory part is needed, then OM would only need to purchase each part versus having to procure a number of new, costly items, or even an entirely new platform. OM is responsible for all forms of media, including video, web, photo, broadcast, editing, graphics, etc., and each one of these areas has an industry standard for software and equipment. EPA follows the industry standards for all of its media so that the items remain compatible across each of the fields. Doing so allows for Agency photographic equipment and the Agency experts who use them to stay state of the art to the maximum extent possible.
