Description
The U.S. Department of Commerce, NOAA, Eastern Acquisition Division-Kansas City (EAD-KC) and the National Weather Service (NWS) intend to award a purchase order to obtain RFA Interface Unit Assemblies for NEXRAD Sub Systems requiring replenishment spares in support of the NEXRAD program and are available form only one known source, Baron Services. Baron Services is the designer and manufacturer of the Dual Pole System. These parts are being procured for stock in support of the Dual Pole System. Qty: 10 Circuit Card Assy ASN: R400-4A40A1 NSN: 5998-01-614-6702 Baron Service P/N: BS-2000-056-000 Qty: 5 Circuit Card Assembly ASN: R400-4A40A5 NSN: N/A Baron Service P/N: BS-2000-057-000 Qty: 4 RDA Interface Unit Assembly ASN: R400-4A40-SGL NSN: 5895-01-593-3948 Baron Service P/N: BS-2000-055-000 Qt: 4 RDA Interface Unit Assembly, Redundant (A40) ASN: R400-4A40-RED NSN: 7025-01-614-9769 Baron Service P/N: BS-2000-055-001 The government knows of no other known sources of supply at this time. The Government has no rights to the data that would be required to support development by another company. Any attempt to reproduce this item from any other source other than Baron Services, would require that the Government re-qualify the part at considerable cost to the Government whose cost saving could not be recovered. This is a time sensitive requirement and any delay in procuring this part will impart the Radar Operations in the event of a failure. These items are being purchased for the National Weather Service (NWS), NEXRAD program, to be delivered to the National Logistics Support Center, Kansas City, MO. The intended procurement is for supplies for which the Government intends to acquire under the guidelines of FAR Part 13, Simplified Acquisition Procedures. The Government intends to solicit and negotiate with only one known source under the authority of FAR 13.106-1(b). The unique characteristics and physical form of these items make them the only acceptable parts. Because the design is the intellectual property of Baron Services, the Government does not have access to the specific design features. The Government has no design rights to the items and does not possess the drawings that specify the parts. The NAICS code for this requirement is 334220. The proposed contract action is for services for which the government intends to solicit and negotiate with only one source. Interested persons may identify their interest and capability to respond to the requirements or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by closing date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a proposal which shall be considered by the agency. Interested firms shall include, in writing, the company name, address, point of contact, telephone number, and business size; a statement regarding their capabilities and to provide the supplies. Submissions received in response to this notice shall be evaluated based on the technical ability and demonstrated past experience to meet the requirements described in the description section above. Interested persons should identify their interest and capabilities to respond to the requirement or submit proposals.
