Description
J & A 6.302-1(a) The is a notification that the Internal Revenue Service (IRS) has awarded on a sole source basis a contract for brand name Q-Matics commercial product and services to Q-Matic Corporation, 2400 Commerce Ave STE 100, Duluth, GA 30096-8905. The statutory authority permitting other than full and open competition is Section 303(c) of the Federal Property and Administrative Services Act of 1949, as amended by the Competition in Contracting Act [41 U.S.C. 253(c) (1)], implemented under FAR 6.302-1(a), which authorizes other than full and open competition when there is only one responsible source and no other supplies or services will satisfy agency requirements The IRS requires renewal of Q-matic hardware and software maintenance and repair and replacement services for the Q-Matic Queuing Management System. These existing systems within IRS use Qmatic proprietary hardware and software that cannot be duplicated, substituted, or serviced, by any other vendor. The systems must integrate with the existing IRS queuing management systems, Tier B programs, and IRS network infrastructure. The system is networked to provide on-line access to Customer Service statistics. Qmatic provides a proprietary commercial-off-the-shelf (COTS) networking solution for these systems that is uniquely capable of providing the queuing and management information that will address IRS' strategic plans for improved customer service, employee satisfaction and business results. The IRS plans to continue its investment within its existing infrastructure utilizing the Q-matic hardware, software and repair/replacement services. Thus, this acquisition is essential to the Government's requirements, thereby precluding consideration of product and services manufactured by another company. As such, this requirement must be purchased in order to ensure continued maintenance of the existing Q-matic hardware and software. Based on the above, the justification is certified as complete and accurate by the technical requirements personnel to the best of the technical personnel and the Contracting Officer's knowledge and belief. The period of performance is for a base year and one option year. This is not a solicitation for proposals or an invitation for bids.
