Description
Please note, this amendment revises the fourth question related to communication program evaluation methods. This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. The applicable NAICS code is 519130 with a size standard of 500 employees. The National Prevention Information Network (NPIN), at its inception as the Centers for Disease Control and Prevention (CDC) National AIDS Clearinghouse, was designed to facilitate the sharing of information and resources among people working in HIV prevention, treatment, and support services. Today, NPIN remains a comprehensive web-based source of science-based information and resources, which is targeted to professionals dedicated to the prevention of HIV, viral hepatitis, STDs, and TB, although some of NPIN products and services are accessible to the general public. NPIN has the following objectives: o To support CDC and National Center for HIV/AIDS, Viral Hepatitis, STD, and TB Prevention (NCHHSTP) efforts to provide timely information and resources to prevention partners through innovative approaches to knowledge/information transfer. o To connect partners in public health through collaborative communication, innovative technology solutions, and personalized customer service. o To provide a strong Internet presence, online databases, and technical assistance via on-line support. o To support and apply innovation in communication theory and practice to enhancing communication and engagement with prevention partners and stakeholders in order to maximize health impact. The original mission of these information services was cast in the broadest terms by the Presidential Commission on the HIV Epidemic and by the Omnibus Legislation of 1988. Early efforts were clearly "demand-driven" as NPIN and its predecessor, the CDC National AIDS Clearinghouse, struggled to be responsive to all legitimate information needs and the resulting pressures of increasing demand. The dramatic changes taking place in the dissemination of information and the increased number of sources of information have fostered a spirit of change and a need to refine the services and products of NPIN, to tailor them to current and emerging user needs, and to take advantage of evolving technology - primarily web-based delivery systems. In addition, the level of sophistication of NPIN audiences is heightened, and their information/knowledge needs require more depth and breadth in content areas. The services and products provided by NPIN are the primary mechanism for NCHHSTP to support prevention partners, stakeholders, and other constituents. Please answer the questions below to demonstrate capability: 1. Does your firm have the capacity to maintain and develop telecommunication networks to include: IT communication channel management, database development, and web content analysis? 2. Does your firm have an understanding on maintaining, developing, and cataloging relevant public health education materials and products? Please explain how those materials/products would be distributed using communication technology such as special data products, RESTFUL APIs, RSS feeds and/or other data feeds. 3. What key strategies does your firm use to increase awareness regarding public health programs using health communication channels, social marketing, social media and outreach targeted towards specific public health issues? How does your firm engage/cultivate stakeholder, policy makers, and other influential partners using multimedia and other communication channels? 4. Describe your firm's capability in conducting communication program evaluation methods to include: digital media channel monitoring and metrics reporting, communication technology services tracking, providing training and technical assistance in communication and partnerships, and conducting and evaluating communication and education program enhancements. 5. How does your firm remain relevant in the world of communication technology? Please describe your firm's process in staying abreast of new technologies, best in-class industry practices and forwarding thinking technology solutions. Teaming Arrangements: All teaming arrangements shall include the above-cited information and certifications for each entity on the proposed team. Teaming arrangements are encouraged. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. Information provided will be used to assess tradeoffs and alternatives available for the potential requirement and may lead to the development of a solicitation. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. Any solicitation resulting from the analysis of information obtained will be announced to the public in Federal Business Opportunities in accordance with the FAR Part 5. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s). Responses shall be limited to 5 pages.
