Description
Pursuant to FAR Subpart 13.106-1(b)(1)(i), The U.S. Army Contracting Command-Aberdeen Proving Ground-Belvoir Division, on behalf of Product Manager Counter Explosive Hazard (PdM CEH) intends to issue a sole source purchase order to Parker Hannifin Corporation, 21337 Hemlock Ave, ADA, MN 55044-9068 (CAGE 53234). The proposed action is for the purchase of six (6) each Power Steering/Hydraulic Pump Upgrade Kits required to upgrade the Husky Mark 3 vehicle's hydraulic system when an Husky Mounted Detection System (HMDS) is added to the Husky vehicle. The Original Equipment Manufacturer's (OEM's) hydraulic system was designed to operate with the Husky vehicles hydraulics and is not adequate for operating the Husky vehicle and HMDS concurrently. The HMDS causes an inadequate amount of hydraulic fluid and pump pressure making both systems inoperable. An upgrade kit is required to operate the Husky vehicle and HMDS concurrently. Delivery of the kits is required not later than 14 weeks after the purchase order is issued. Parker Hannifin has developed a Power Steering/Hydraulic Pump Upgrade Kit that currently meets the Government's requirements. Therefore, it has been determined that Parker Hannifin Corporation is the only source reasonably available to provide the Power Steering/Hydraulic Pump Upgrade Kits and within the required delivery schedule. This notice of intent is not a request for proposals and a solicitation will not be issued in conjunction with this notice of intent. However, all responsible sources that can provide supporting data to demonstrate they can successfully provide the kits may submit a proposal that shall be considered by the agency for future procurements of this kit. All proposals received within fifteen days (15) days from the date of this annoucement will be considered by the Government for future procurements. Responses shall be no longer than ten (10) pages and shall be in a Microsoft Word compatible format. All requests for information must be made in writing to Charlene Buduo, Contract Specialist, at charlene.a.buduo.civ@mail.mil. The subject of the email message shall be: W909MY-14-R-E006. No telephonic inquiries or requests will be honored. This procurement will be issued in accordance with FAR Part 13, using Simplified Acquisition Procedures.
