- Attachment 2 - Schedule of Prices Attachment 1 - Evaluation Factors (i) This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in subpart 12.6 of the FAR and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. (ii) Solicitation number IHS-14-HQ-RFQ-00010 applies, and is issued as a Request for Quote. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-72. (iv) The North American Industry Classification System (NAICS) code is 519130 with a small business size standard of 500 employees. The Indian Health Service (IHS) intends to award a Firm Fixed Price Contract on the basis of full and open competition. (v) The Contract Line Items (CLIN) are as shown below. CLIN 0001 (Base Period) - CQ Roll Call or equal 1 Year Subscription. CLIN 0002 (Option Period 1) - CQ Roll Call or equal 1 Year Subscription. CLIN 0003 (Option Period 2) - CQ Roll Call or equal 1 Year Subscription. (vi) The Government intends to make an order to a contractor that can offer CQ.com subscription services or 'or equal' product, for the subscription service that includes congressional legislative tracking services, publication services and analysis that IHS Congressional and Legislative Affairs Staff (CLAS) require. IHS is in need of the proprietary publications and analysis that's been developed by CQ reporters, editors and researchers. The Subscription services will include access to publications and analysis from CQ Today, CQ Weekly, BNN White House Bulletin, CQ HealthBeat, and CQ Budget Tracker. The additional services CQ.com provides include, but not limited to; tracking of bills in real time as bills move through the legislative process; bill analysis with summaries of major bills before congress, including background and prospects for passage; House Action Reports and Senate Watch that provide detailed summaries and analyses of every bill on the House and Senate floor; access to the most recent and relevant CRS reports, GAO reports and OMB releases; analysis on how pending bills would impact current laws; complete and updated text of the U.S. Code; public law text dating to the first Congress in 1789; Bill comparison with ability to track the differences in language between bill documents; and comprehensive Committee overage includes CQ's reporters in-the-room coverage of committee and subcommittee markup. (vii) The delivery and acceptance term for the order is FOB Destination. (viii) FAR 52.212-1 - Instructions to Offerors - Commercial Items (July 2013): Quotes shall be submitted on company letterhead stationery, signed and dated; it shall include: 1. Solicitation number. 2. Name, address, telephone number of the offeror and email address of the contact person. 3. Technical description of the item/service being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary. 4. Price and any discount terms. 5. "Remit to" address, if different than mailing address. 6. A completed copy of the representations and certifications at FAR 52.212-3. 7. A statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration. (ix) 52.212-2, Evaluation - Commercial Items (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical Evaluation and Price. See the Attachment 2, Quotation Submission Instruction. Note: In order to receive an award from the Indian Health Service, contractors must have a valid registration in the System for Award Managment (SAM) www.SAM.gov. Vendors must confirm IHS' receipt of their quotation.
