Description
TITLE: Gas Chromatograph- High Resolution Spectrometer OPDIV: FDA, Center for Food Safety and Applied Nutrition This is a SOURCES SOUGHT NOTICE to determine the availability of potential small businesses (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business) in accordance with FAR 7.104(d). The potential small business will need to demonstrate the capability to perform all facets of the work described below. The sole intent of this Sources Sought Notice is to obtain capabilities for set-aside and procurement planning purposes. This is not an invitation for bid, request for proposal, or other solicitation, and in no way obligates the Food and Drug Administration (FDA) to award a contract. BACKGROUND The Food and Drug Administration’s Center for Food Safety and Applied Nutrition is seeking an instrument that will perform accurate mass analyses of chemical compounds that are amenable to gas chromatography. CONTRACTOR REQUIREMENTS Respondent Contractors shall be able to provide: One (1) Mass Spectrometer and one (1) Gas Chromatograph compatible with one another, and at minimum, shall have the following salient characteristics: Item 1: Mass Spectrometer Specifications. 1. Instrument must be capable of performing accurate mass analyses of chemical compounds that are amenable to gas chromatography. 2. Instrument must be capable of performing tandem mass spectrometry experiments. 3. Resolving Power must be greater than 12,500 at m/z 272. 4. Mass Accuracy must be less than 5 ppm at m/z 272. 5. MS sensitivity must be greater than 400:1 at m/z 272. 6. Mass range must be at least 50-17000 Daltons. 7. Spectral Rate must be at least 1-50 Spectra/sec. 8. The instrument must have EI and CI capabilities. 9. The system must be provided with a computer software capable of controlling the complete system, and process the data. Item 2: Minimum Specifications of the Gas Chromatograph: 1. The instrument must be equipped with a split/splitless injection port capable of operating a pressures up to 150 PSI, and a second inlet capable of operating in split/splitless or programmable temperature vaporization (PTV) mode. 2. The instrument must be equipped with a microfluidic dean switch, a device capable of deviating the flow coming out of the separation column to two different capillaries. 3. The instrument must be equipped with a comprehensive two dimensional separation modulator. 4. The instrument must be equipped with a device that allows changing the separation column without interrupting the vacuum in the mass spectrometer ion source. 5. The instrument must be equipped with and automatic injector per each installed injection port (2). 6. The system must be equipped with a sample manager capable of heating and mixing vials, and to transfer small amounts of solvents from a vial to another vial. 7. The gas chromatograph must be able to operate on a 240V line. 8. An extra inlet capable of operating in split/splitless or programmable temperature vaporization (PTV) mode must be provided, complete with all the accessories needed for its installation. 9. The instrument must be equipped with a flame ionization detector (FID). Capability statements must demonstrate the minimum requirements outlined above. Please address each in the order listed above.
