Description
This is a Sources Sought Notice. This Sources Sought neither constitutes a Request for Proposal, nor does it restrict the Government to an ultimate acquisition approach. This Sources Sought should not be construed as a commitment by the Government for any purpose. Requests for a solicitation will not receive a response. This Sources Sought Notice is in support of a Market Survey for the St. Louis District, U.S. Army Corps of Engineers. The purpose of this Market Survey is to identify interested contractors with the experience and capability necessary to perform the Scope of Work (SOW) listed below. The following are general capabilities required to perform the SOW according to government standards: 1. The contractor must possess the capabilities to assemble wire ropes for the three leaves of the lift gate at Melvin Price Locks and Dam as listed below. 2. The contractor must deliver conforming rope assemblies within the required delivery schedule. 3. Each wire rope assembly shall consist of a section of stainless steel wire rope terminated at both ends with Government furnished sockets for attachment to the gate leaves/counterweights/hoist drums. The total quantity and number/length of each required rope assembly will be the same and are as follows: Upstream Lift Gate Leaf - Hoist Cables - Length - 130'-0 quote mark Quantity - 24 Counterweight Cables - Length - 101'-2 quote mark Quantity - 12 Middle Lift Gate Leaf - Hoist Cables - Length - 149'-6 quote mark Quantity - 24 Counterweight Cables - Length - 101'-2 quote mark Quantity - 12 Downstream Lift Gate Leaf - Hoist Cables - Length - 132'-6 quote mark Quantity - 24 Counterweight Cables - Length - 103'-11 quote mark Quantity - 12 The three alternative types of wire rope being considered for this project are as follows: 1. 1.5-inch, 6x36 Right Lang Lay IWRC Type 304 Stainless Steel Wire Rope with a Minimum Breaking Strength of 204,000 lbs. 2. 1.5-inch, 6x30 Style G, Right Regular Lay Flattened Strand IWRC Type 304 Stainless Steel Wire Rope with a Minimum Breaking Strength of 204,000 lbs. 3. 1.5-inch, 6x30 Style G, Right Lang Lay Flattened Strand IWRC Type 304 Stainless Steel Wire Rope with a Minimum Breaking Strength of 204,000 lbs. Wire rope assemblies: Each assembly shall be to the lengths specified above and would consist of the two sockets provided by the Government, one each attached to the end of the proper wire rope length using one of the two following methods: A. First method - would be to use molten zinc to secure the stainless steel wire rope to the socket using a commercially acceptable method. B. Second method - would be use to a resin material, similar or equal to quote mark Wirelock quote mark to secure the stainless steel wire rope to the socket using a commercially acceptable method. Before attaching sockets, the manufacturer shall pre-stretch the wire ropes. This shall be done by subjecting the wire rope to three cycles at 40 percent of its nominal strength. The 40 percent loads shall be held for 15 minutes with 5 percent loads for 5 minutes between cycles. After sockets are attached, the manufacturer shall proof load each wire rope assembly. Delivery: Contractor shall deliver wire rope assemblies as specified above complete with socket installation, pre-tension, and testing to Mel Price Lock and Dam in Alton Illinois, in no more than 12 weeks following NTP. PLEASE NOTE: If your company has the ability to improve the delivery date, please express it in your response and the potential impact(s) of an expedited schedule. Instructions: The Contractor should consider the freshwater marine environment and extreme temperatures during the operation of the project. 1. Please indicate your past experience, strengths and weaknesses with each wire rope type and method of assembly for each combination. For example: Wire Rope Type 1 combined with method A. Wire Rope Type 2 combined with method A Wire Rope Type 3 combined with method A Wire Rope Type 1 combined with method B. Wire Rope Type 2 combined with method B Wire Rope Type 3 combined with method B Acquisition Strategy: The government anticipates awarding an unrestricted FFP contract. Source selection method will be a Best Value (Trade Offs) evaluation. Primary evaluation factors will include - Past Performance, Delivery Schedule and Price. The Government will not pay for any information that is submitted by respondents to this Sources Sought Notice. The Government requests interested firms submit one (1) copy of their capability and experience response no later than 2:00 p.m., Central Standard Time, on January 31, 2014. Responses should not exceed 10 one-sided, 8.5 X 11 inch pages, with the font no smaller than 10 point.
