Description
The SWMS DRAFT Performance Work Statement The USSOCOM SWMS Industry Day Presentation for 28 Jan 2014. Slides presented at the PSC Industry Event. Slides presented at the NDIA breakfast. CURRENT SWMS ANNOUNCEMENT 24 Jan 2014: In preparation of the upcoming SWMS Industry Day event, the presentation material for the general session and a draft of the SWMS Performance Work Statement are being released. If upon a review of the documents you or your company elect not to attend the event or wish to cancel your request for a One-on-One session, please advise the SWSM Team via an email to SWMS@socom.mil. Due to an overwhelming demand for attendance at the Industry Day event, two general sessions will be conducted the morning of January 28. Vendor check-in begins at 0800 and ends at 1000. Companies beginning with A-J are assigned to Session 1, which begins at 0900. Companies beginning with K-Z are assigned to Session 2, which begins at 1030. The overwhelming demand for One-on-One session requires an additional day to accommodate demand. Attendees who are attending from outside the Tampa Bay commuting area will be given priority when scheduling the One-on-Ones. Date, time and place of One-On-One sessions will be provided once the schedule has been finalized and will be available at vendor check-in. Please see documents posted on 24 Jan 2014 for additional details. PAST SWMS ANNOUNCEMENTS Industry Day Notice: Registration for the SWMS Industry Day has closed. The SWMS Industry Day event is scheduled for 28-30 January 2014, at the Ramada Inn located at 1200 N Westshore Blvd, Tampa, FL, 33607. Advance registration to attend the Industry Day event is required. Attendance at the event and the one-on-one sessions is limited to two individuals per company. Requests to attend must be submitted via email to SWMS@socom.mil no later than 5 PM ET, 23 January 2014. See attached SWMS Industry Day Notice for additional details and the SWMS draft strategy. (Note: the file is erroneously titled Amendment 1.) Industry Day Preliminary Notice: Details regarding the SWMS Industry Day anticipated to be conducted 28-30 Jan 2014 will be posted at a later date (See Attached Preliminary Notice posted on 06 Jan 2014). Attendance at the event and one-on-one sessions will be limited to two individuals per company. Request for Information: In accordance with FAR Part 15.201 -- Exchanges with Industry before Receipt of Proposals, the following is a request for information (RFI). This is not a request for proposal. This RFI is intended to obtain industry input to aid with the formation of a strategy for the United States Special Operations Command (USSCOM) to acquire services to support the Command. The acquisition of services will be in support of the SOCOM Wide Mission Support (SWMS) acquisition, which will focus on acquiring Knowledge Based Services, as defined by Department of Defense taxonomy for the acquisition of services. A USSOCOM contract for similar services, Global Battlestaff and Program Support (GBPS), ends May 2015 and will be replaced with the SWMS acquisition. The GBPS contract is an Indefinite Delivery, Indefinite Quantity contract with a $1.5B ceiling. To help develop a strategy that maximizes competition, small business participation, and contractor performance, the USSOCOM is seeking industry input, comments, and questions from interested companies. This exchange of information is designed to begin market research into the capabilities of industry to meet the USSOCOM's developing requirements and establish the degree of industry interest in the acquisition. The requirements being contemplated for the SWMS acquisition are Knowledge Based Services, as defined by the Department of Defense taxonomy for the acquisition of services, which are: 1. Engineering Management Services - pertains to contractual services such as systems engineering, specifications development, technical assistance, engineering and technical services, simulations, and professional services and technology sharing. 2. Program Management Services - consists of services related to Research, Development, Test, and Evaluation (RDT&E) management and support, special studies and analysis, operations research, policy review and development, program evaluation, program management/support, program review/development, and management services/contract and procurement. 3. Management Support Services - contractual services that provide assistance or advice, for the efficient and effective management and operation your organization. These services are closely related to the basic responsibilities and mission of the agency originating the requirement for the acquisition of the new contract. Included are efforts that support or contribute to improved organization of program management such as data collection, accounting and financial services, and performance auditing. 4. Logistics Management Services - consists of the support of Logistics involves the integration of information, transportation, inventory, warehousing, material handling, and packaging, and occasionally security. 5. Administrative and Other Services - pertains to material management, courier and messenger support, transcription, mailing and distribution, library services, word processing and typing, stenographic, and administrative technical support for conferences and training programs. 6. Professional Services - contracted services that provide organized, analytical evaluations in support of policy review and development, program management support, operations research, simulation services, specifications development, systems engineering, analyses, or evaluations. 7. Education and Training - contracted services that provide education and training assistance which include the following: Lectures for training; Personnel testing; Reserve (or military) training; Scientific and management education; Administering tuition, registration, and/or membership fees and assistance; Providing vocational and technical training; Department of Defense (DoD) school faculty; Training and curriculum development; Certifications and accreditations for educational institutions; Other training and education services. About USSOCOM: The mission of USSOCOM is to provide fully capable Special Operations Forces (SOF) to defend the United States and its interests and synchronize planning of global operations against terrorist networks. USSOCOM is a unified command headquartered at MacDill Air Force Base, Florida and was established to prepare SOF to carry out assigned missions and, if directed by the president or secretary of defense (SECDEF), to plan for and conduct special operations. The Command has specific authorities and responsibilities, among them are: developing special operations strategy, doctrine and tactics; exercise authority, direction and control over special operations expenditures; train assigned forces; validate requirements; establish requirement priorities; formulate and submit intelligence support requirements; ensure SOF combat readiness; monitor SOFs' preparedness to carry out assigned missions; and develop and acquire special operations-peculiar equipment, materiel, supplies and services. Approximately 60,000 active duty, Reserve and National Guard Soldiers, Sailors, Airmen, Marines, and DoD civilians assigned to the headquarters, four components, six theater special operations commands, and a sub-unified command carry out the USSOCOM mission.
