- Posted Date: January 24, 2014 Procurement Office: U.S. Environmental Protection Agency, Superfund RCRA Procurement Operations Division (3805R) 1200 Pennsylvania Avenue, NW Washington, DC 20004 Response Date: January 30, 2014 In accordance with FAR Subpart 6.3, As per the Federal Acquisition Rules (FAR) Subpart 6.3, this justification represents rationale for other than full and open competition for the subject procurement. Under section 6.302-1 ii A substantial duplication of cost to the Government that is not expected to be recovered through competition only one responsible source and no other source will satisfy the Agency's requirements for this item. The U.S. EPA\ORD\NERL-Cincinnati OH. The NanoSight NS500 instrument consists of the microscope base unit, a sCMOS camera, integrated 532nm laser illumination, integrated temperarture control, Nanoparticle Tracking Analysis (NTA) software suite, Common PC Base Unit, and Common PC Monitor. One of the overarching requirements for EPA's nanoparticle research program under CSS involves nanoparticle characterization. One of the necessary components of particle characterization is the determination of particle aggregation in aqueous phase. There are essentially two techniques that are widely used to accomplish this task; Nanoparticle Tracking Analysis (NTA) and Dynamic Light Scattering (DLS), each of which have Nanosight is the only manufacturer of the NTA-type instruments and the Nanosight NS500 is the only instrument model that can meet the high user demand required to complete the CSS Tasks at the RTP facility. It is anticipated that the NTA instrument will be used as part of the CSS analytical core capability and be available to all RTP scientists working on nanoparticle related tasks. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a capability statement, which if received within five (5) calendar days of the date of this announcement will be considered. Responses to this posting must be in writing and provide clear and convincing evidence that competition would be advantageous to the Government. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the Government.
