- Simulator Training for RC-12 Pilots NAICS: 611512 - Flight Training, Small Business Size Standard: $25.5M THIS IS A SOURCES SOUGHT FOR MARKET RESEARCH PURPOSES ONLY. The Mission and Installation Contracting - Fort Hood, Texas is in the process of determining the acquisition strategy for Simulator Training for RC-12 Pilots services on Fort Hood, TX. This is a sources sought notice and request for information (RFI). This is not a formal solicitation. Any formal solicitation will be announced separately at a later time. Please note that the solicitation number used for this sources sought is different from the one that will be used in the pre-solicitation notice. Information provided to the Government as a result of this posting is strictly voluntary and given with no expectation of compensation, and clearly provided at no cost to the Government. Contact with Government personnel, other than the Contract Specialist or Contracting Officer, by potential offeror or their employees regarding this requirement is strictly prohibited. The purpose of posting this RFI is to locate experienced service providers capable of and interested in performing a non-personal services contract that provides Simulator Training for RC-12 Pilots services on Fort Hood, TX. The summary of services is as follows: Provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform simulator training for RC-12 pilots for soldiers at Fort Hood, Texas. Pilots in the 15th MI Bn (AE) fly the RC-12N and RC-12X model aircraft. The civilian equivalent for this aircraft is a Beechcraft Kingair 300. Pilots usually train for five simulator periods with associated academic training. When able, the unit attempts to increase pilot proficiency and overall professional development by allowing aviators to attain the FAA Airline Transport Pilot (ATP) license. This requires additional simulator and academic instruction inclusive of a simulator evaluation period. Objectives: a. 15th MI Battalion estimates that 28 pilots will require training annually of which, 8 would be ATP upgrade simulator refreshers per year. b. Pilot refresher scheduling must occur within 15 business days from date of notice to the vendor. c. Provide simulator and academic training to support Army RC-12N/X refresher simulator training. This should not differ from training currently received by Army Aviators obtaining instruction from these vendors and should only change to reflect concurrent changes with other courses. d. Simulator training must use a simulator similar to the RC-12N/X model aircraft. Most commonly this training is conducted in a BE300/350 level C or D simulator. Specific Tasks: The contractor shall provide services for conducting Beechcraft Kingair 300/350 level C or D simulator recurrent training. a. STD: All simulator training shall be conducted at the vendors location in applicable FAA approved Beechcraft Kingair 300/350 level C or D simulators. AQL: All simulator training shall be conducted at the vendors location in applicable FAA approved Beechcraft Kingair 300/350 level C or D simulators. b. STD: Training Shall include normal and emergency procedures related to aircraft operation. AQL: Training shall include training in aircraft systems operations and normal and emergency procedures Training shall include training in aircraft systems operations and normal and emergency procedures related to operation of the systems, including electrical system, fuel system, propeller system, pressurization system, pneumatic system, ice and rain systems, utility systems, and cockpit communications. Flight tasks which cannot be performed in the aircraft shall be emphasized during simulator training. c. STD: Training shall include enough simulator periods to accomplish training AQL: Though actual requirements may very at the discretion of the crew and instructor, it is recommend that the contractor conducts twelve hours of simulator training as a crew or nine hours of simulator training as an individual. Additionally, the contractor shall provide approximately fifteen hours of ground school. d) STD: Upon request from the unit, the contractor shall provide Airline Transport Pilot (ATP) simulator training and evaluation in conjunction with recurrent training. AQL: This evaluation period should include an appropriate number of simulator training and evaluation periods. The anticipated period of the contract is for one (1) base year and two (2) one-year option periods. The resultant contract will be a firm fixed price requirements type contract. The tentative date for issuance of Invitation for Bid is 24 Mar 2014 and the tentative date of receipt of bids is 24 April 2014. The solicitation will be issued electronically and will be available for viewing at the following websites: the Army Single Face to Industry (ASFI) website at: https://acquisition.army.mil/asfi/ or FEDBIZOPPS.GOV at https://www.fbo.gov. Fort Hood is interested in obtaining information from industry that will help supporting a determination of the appropriate set aside category for the acquisition strategy. Both large business concerns and all categories of small business are encouraged to respond to this request. The North American Industry Classification System (NAICS) anticipated for this requirement is 611512 - Flight Training and small business size standard for the selected NAICS is $25.5 Million. To support the set-aside decision, it is particularly important that potential small business concerns provide comments/input as follows: (1) If you are a Small Business that currently performs or has recently performed on contracts similar to the requirements described above, and you would plan to participate in a competitive solicitation situation for this procurement, please provide specific and relevant work experience in a capabilities statement/brief. Information should be sufficient to support your capability to perform these requirements and should include detailed references (contract number, dollar value, scope of services and point of contact with their telephone numbers and whether it was a Government or a Commercial type contract); (2) state your business size and approximate annual gross revenue (averaged over the past three years); (3) list the specific small business category (if applicable) for your company whether (a) Federally certified HUBZone Small Business; (b) Small Disadvantaged Business; (c) certified 8(a) Firm; (d) Woman-owned Small Business; (e) Service-Disabled Veteran-Owned Small Business; (f) Veteran-Owned Small Business; or (g) other (explain); (4) provide your company's name, CAGE code, DUNS, address, point of contact, telephone number, and e-mail address; (5) and number of years you have been in business. We are also looking for input from industry relative to how this type of service is performed in the private sector in order to maximize the incorporation of commercial standards and practices where practicable.
