Description
The Department of Commerce, NOAA, National Weather Service (NWS), Engineering and Acquisition Branch intends to negotiate, on sole source basis, under authority of Federal Acquisition Regulation (FAR) Subpart 6.302 Other Than Full and Open Competition, with Proton Energy Systems Inc. The NWS has a need for Qty. five Proton Energy System S Series (33V @ 60A) power supplies (P/N: 58-0200-0012). These power supplies are needed to repair the Proton Energy Systems S Series Hydrogen Generators located at the Cooperative Hurricane Upper Air Station Network in the Caribbean. These power supplies are the main component in the hydrogen generator, which is used to produce hydrogen gas to fill weather balloons. The S Series power supply is a product manufactured exclusively by Proton Energy Systems for the Proton Energy System's S Series Hydrogen generator. Vendors who believe they can satisfy the Government's requirements are invited to submit an affirmative response. To be considered an affirmative response, vendors must submit written data and documentation that reflect meeting the aforementioned requirements. All responsible sources must submit a written narrative statement of capability including detailed technical information and other technical literature sufficient to permit agency analysis to determine a bona fide capability to meet the requirements. A determination by the Government not to open the requirement for competition based upon responses to this notice is solely within its discretion. Affirmative responses must be received within 15 days after publication of this synopsis. Information related to the potential availability of other sources that can fulfill this requirement must be received by the POC listed below no later than 5PM eastern time on Tuesday, February 3, 2014. This notice is not a formal solicitation. This is not considered a Request for Quotation (RFQ) nor is it a Request for Proposal (RFP). No solicitation document is available and telephone requests will not be honored. No purchase order will be awarded on the basis of quotation or offers received in response to this notice. Any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the Government. If no affirmative written response is received, the contract will be awarded without further notice. A determination by the Government not to compete the proposed contract on this notice is solely within the discretion of the Government.
