- The Naval Sea Systems Command, Headquarters (NAVSEA HQ) intends to hold an Industry Day on 4 February 2014 at 8:00 AM local time. The location for the Industry Day will be in the Washington DC metro area, but the precise venue is still to be determined. NAVSEA will release a follow on notification once the venue has been finalized. The Industry Day is being held to solicit market interest and discuss NAVSEA s plan to evolve its surface ship modernization and maintenance/repair contracting strategy in order to implement a family of contract approaches that will maximize competition and the use of fixed price type contracts across the spectrum of surface ship availabilities. The Navy intends to leverage multiple types of contracts, right-sized to best perform each type of ship availability, reflecting the specifics of the class and the industrial base in each port. To perform the planning of surface ship maintenance, modernization and repair, NAVSEA intends to competitively award third party planning contracts to provide integrated, engineered work packages. To perform the execution of surface ship maintenance, modernization and repair, NAVSEA intends to award both Multiple Award Indefinite-Delivery/Indefinite-Quantity (IDIQ) and Single Award IDIQ contracts for Emergent Maintenance, Continuous Maintenance and CNO availabilities. The Industry Day will include an overview of the evolved strategy and an expected timeline for implementation. Interested parties are required to RSVP for the Industry Day by close of business 29 January 2014 by email to Morgan Reese, Contracting Officer, at morgan.reese@navy.mil and An Nguyen, Contract Specialist, at an.t.nguyen2@navy.mil. The RSVP shall include the following information: Subject line: Surface Ship Maintenance Industry Day RSVP, and in the body of the email provide each attendee s name, company name, citizenship, e-mail address, and telephone number. Space is expected to be limited; therefore, registration and access to the Industry Day will close after 200 industry personnel have provided an RSVP. In order to help ensure access to multiple companies, interested parties are limited to 3 attendees per company. Recording devices are not permitted at the event. The Government does not plan to issue a draft solicitation or provide additional information for review and comment prior to the 4 February 2014 Industry Day. This announcement is not a contract, request for proposal, a promise to contract, or a commitment of any kind on the part of the Government. NAVSEA does not assume liability for costs incurred by an attendee or for travel expenses or marketing efforts; therefore, attendee costs in response to this notice are not considered an allowable direct charge to the Government. This Industry Day notice has been advertised twice for the same event. It is posted under solicitation N00024-14-R-4400 to reach Engineering Services contractors under NAICS code 541330 and also under N00024-14-R-4401 to reach Ship Building and Repairing contractors under NAICS code 336611.
