Description

The Department of Veteran's Affairs (VA) has a requirement for a broad range of general management and business support services and solutions. This requirement, known as Agile Delivery of VA Imminent Strategic and Operational Requirements (ADVISOR), consists of four service groups: Group 1 - Oversight (Program and Project Management, Strategic Planning, Performance Measurement), Group 2 - Improvement (Business Process Reengineering, Improvement and Management, Change Management and Transition, Quality Measurement), Group 3 - Data and Analyses (Studies and Analyses, Information and Records Management), and Group 4 - Training. A multiple award IDIQ type contract is anticipated. Any awardee will be required to provide support in two or more of the service groups. NAICS code 541990 applies to Groups 1, 2, and 3; NAICS code 611430 applies to Group 4. Teaming/Subcontracting arrangements of small business concerns are encouraged and will be considered in the overall award decision. This requirement is 100% set aside for Veteran Owned Small Businesses (VOSBs) to include both Service Disabled Veteran Owned Small Businesses (SDVOSBs) and VOSBs. The contract period of performance is anticipated to be June 11, 2014 through June 10, 2019. Resulting contracts will include FAR 52.217-8. A solicitation will be available for download from www.fedbizopps.gov on or about January 29, 2014 (with a closing date 30 days thereafter). All eligible, responsible sources may submit a proposal which shall be considered by the agency. All questions must be directed, in writing, to Julie Partridge at Julie.Partridge@va.gov.
