- PURPOSE: This RFI has been extended until January 28, 2014 to allow time to answer interested parties' questions. This is a SOURCES SOUGHT NOTICE / REQUEST FOR INFORMATION; not a pre-solicitation notice or solicitation for proposals/quotations. Pursuant to FAR Part 10 (Market Research), the purpose of this notice is to: 1.Determine if sources capable of satisfying the agency's requirements exists, 2.Determine if commercial items suitable to meet the agency's needs are available or could be modified to meet the agency's requirements, and 3.Determine the commercial practices of company's engaged in providing the needed service or supply. Pursuant to FAR Part 6 and FAR Part 19, competition and set-aside decisions may be based on the results of this market research. Qualified 8(a), Historically Underutilized Business Zone (HUBZone), Services Disabled Veteran-Owned Small Business (SDVOSB), or Small Business (SB) vendors are encouraged to respond. 4.To further the requirements of Executive Order 13514 regarding environmental, energy and economic performance. This notice in no way obligates the Government to any further action. Requirement: The intent of this sources sought announcement is as follows: The Department of Veteran's Affairs, Veteran's Integrated Service Network (VISN) 17 is seeking to identify potential qualified providers to install and operate, at no cost to the government, at least two electrical and plug-in hybrid vehicle charging stations for use by VA patients and employees at the VA Medical Center at 4500 South Lancaster Road, Dallas, Texas. The electric vehicle charging station(s) should provide level II charging capability for a minimum of two vehicles and might be located on an existing wall or contractor furnished pedestal/bollard, depending on the location. Charging station(s) must meet industry-standard specifications, such as those for a level II charger with SAE J1772 standard EV connector. Responses should provide for details on how power will be provided, such as from a utility company power line with a meter. The existing government electrical system on campus cannot be connected to or used. The use of government phone lines or internet is prohibited. Therefore, responses should also include how the system will communicate, such as BlinkNetwork or similar via cellular communication/internet access, for purposes of credit card processing/approval and system tracking, metering and control.
