- In preparation for a future procurement, the Buffalo, NY VA Medical Center is performing market research to gain knowledge of potential qualified sources and their size classification (service disabled veteran owned small business, veteran owned small business, hub zone, 8(a), small disadvantage business, woman-owned, small business, or large business) relative to NACIS 325413 (size standard 500 employees) that can offer an automated special stainer either as part of a cost-per-test arrangement or for outright purchase. The cost-per-test arrangement should include: "Equipment use "All standards, controls, and related products inclusive of shipping costs "Service and Maintenance of equipment "Staff Training Equipment Requirements "Special Staining instrument "Workstation and monitor "Printer "Shipping, installation, and service and maintenance will be included in the cost-per-test Technical Capabilities "Fully automated special staining process (walk-away) "Individual slide heating to eliminate the need for batch testing "48 slide capacity minimum "Separation of wastes into: hazardous, trace metals, alcohol, and water soluble "Availability of Warthin-Starry stain results in 15 minutes "Minimal Daily Maintenance Required Stains "Acid-Fast Bacteria (AFB) "Alcain-Blue/PAS/Hematoxylin "Congo Red "Gram "Grocott's Methenamine Silver "Iron "Masson's Trichrome "Mucicarmine "Reticulin/Nuclear Fast Red "Warthin Starry Service and Maintenance "The contract shall provide preventative maintenance (labor and parts) to keep the equipment in good working order in accordance with the manufacturer's suggested maintenance schedule "Laboratory staff shall provide daily maintenance as suggested by the manufacturer "Emergency repairs should be available within 24 hours of notification of equipment malfunction "Phone support for troubleshooting should be available up to and including 24/7 phone support. "Potential for replacing equipment if an unacceptably high incidence of downtime is experienced. Training "Two clinical staff members, at no additional charge, shall be given training on the equipment at the time of installation "Supplemental training shall be available subsequent to hardware upgrades, software updates, etc. Interested companies should submit an electronic statement outlining their company's capability and capacity to provide the product, the specifications of the therapy units, and the delivery time to deliver the product to upstate NY. Also, firms should provide their business size status in accordance with the small business administration guidelines (www.sba.gov) for the NAICS code they fall within. This Sources sought is for informational purposes and all businesses able to provide these supplies are encouraged to submit information regardless of Business size. This notice is to assist the VA in determining sources only. A solicitation is not currently available. If a solicitation is issued it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement.
