- This is a combined Sources Sought and Pre-Solicitation Notice for the US Army Contracting Command - Rock Island (ACC-RI) for Solicitation W52P1J-14-R-0054; which serves as a notification to industry for the forthcoming procurement of Employee Assistance Program (EAP) services at eight (8) specific Surface Deployment and Distribution Command (SDDC) locations in the United States. This is NOT a Request for Proposal (RFP) or an Invitation for Bid (IFB). The anticipated date of release of the Request for Proposal (RFP) for EAP is on/about 20 February 2014. The Government intends to award a single Firm Fixed Price (FFP) contract for a base year plus up to four (4) option years. The awardee will be selected on a Lowest Price Technically Acceptable (LPTA) basis. It is anticipated that this procurement will be a Small Business Set-Aside. The following are the 8 SDDC locations within the United States: HQ, SDDC and Transportation Engineering Agency (TEA) at Scott Air Force Base, IL, the 596th Transportation Brigade in Southport, NC, 597th Transportation Brigade at Fort Eustis, VA, 832nd Transportation Battalion in Jacksonville, FL, 833rd Transportation Battalion in Seattle, WA, 834th Transportation Battalion in Concord, CA, the 841st Transportation Battalion located in Charleston, SC, and the 842nd Transportation Battalion Beaumont, TX. In accordance with the Performance Work Statement, the contractor shall be responsible for designing, developing and maintaining an appropriate Employee Assistance Program (EAP) for approximately 1,500 currently assigned civilian and military (active and reserve) employees, including immediate family members, who are employed with Surface Deployment and Distribution Command (SDDC) in the United States. The EAP is designed to help employees with problems which adversely affect work performance or behavior by providing short term diagnostic assessment, intervention, problem identification, short term counseling, and referral services. Example issues include but are not limited to work-related difficulties, alcohol and drug problems, marital and family problems, financial/credit problems, crisis, stress, depression, suicidal intentions, anxiety, eating disorders, legal concerns, childcare and eldercare. The contractor shall design and conduct a one hour training module for supervisory personnel. This training will introduce key elements of the EAP, how to recognize a troubled employee, and how to document, intervene, and refer the individual to the EAP. The contractor shall provide a customer friendly interactive website which includes employee health, wellness and work/life educational materials. The website shall be more than an quote mark electronic brochure. quote mark Content shall include webinars, podcasts, and web-based tools including self assessments with feedback. Separate EAP training information geared to either supervisors or employees shall be available on the website. Utilization trend analysis reports shall be available to the Contracting Officer Representative (COR) on a password protected portion of the website.
