- High Voltage Dead Tank Power Circuit Breaker Technical Information Synopsis: 1. Western Area Power Administration (Western CSO) is issuing this Request for Information (RFI)/Sources Sought Notice as a means of conducting market research to identify companies who are currently in the 8(a) program and possess the resources to provide, High Voltage Dead Tank Power Circuit Breakers. Companies that are not 8(a) but are small companies/businesses are encouraged to respond and submit their information for market research purposes only. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 335313 (Switchgear and Switchboard Apparatus Manufacturing) with the Small Business Size Standard of 750 employees. The Product Service Code (PSC) is 5925-Circuit Breakers. In accordance with SBA Class Waiver List, dated 23 Oct 2013, the non-manufacturing rule is waived for this requirement. 2. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information from 8(a) companies does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the Government assumes no financial responsibility for any costs incurred. 3. This Request for Information (RFI)/Sources Sought (SS) is strictly for Market Research only as this requirement is already in the 8(a) program. It is anticipated that this requirement will not be set-aside for small businesses; limited to a specific small business socio-economic category; or procured through full and open competition. **Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. 4. If your organization is in the 8(a) program and has the capacity to execute the requirements in this potential effort, please provide the following information: - Organization name - Point of contact, address, email address, and telephone number - Business size - Capability statement for your organization. **Again, small business concerns are encouraged to provide their capability in providing High Voltage Dead Tank Power Circuit Breakers, but realize this requirement is in the 8(a) program and is anticipated to be competed as an 8(a) requirement. 5. Western CSO is seeking contractors who have the capability to provide High Voltage Dead Tank Power Circuit Breakers as defined below. One or two page examples of previous detailed specification documents will be provided for viewing. Full documentation shall be provided upon the issuance of a formal solicitation. Requirements: Western Area Power Administration intends to issue a fixed-price, indefinite delivery, indefinite quantity type contract for the purchase of 15.5kV through 245kV High Voltage Dead Tank Power Circuit Breakers in accordance with Western's defined specifications. Reference the attached technical information for brief summary of specifications. Please note that actual specifications will differ from the attached and will be provided in a formal solicitation. Quantities purchased will be defined on individual delivery orders. 6. When responding, please provide responses to the following: A written capability statement that includes the following information: - Summary detailing exactly what experience your company (you) possess in providing (scheduling, ordering, and delivering) High Voltage Dead Tank Power Circuit Breakers? - Are you the manufacturer or distributer of the HV circuit breakers? - If a distributer, who is your preferred manufacturer? - Are you able to provide all sizes, or only some, of the breakers required? - In order to provide all the breakers within this voltage range, will you partner with more than one manufacturer; distributor? - Does your organization offer a price discount for higher quantity orders? - Does your organization possess the financial assets to undertake a contract of this magnitude? - When do you graduate from the 8(a) program? 7. 8(a) companies, as well as small businesses who consider themselves qualified to meet this requirement are invited to submit a response to this Sources Sought Notice no later than COB February 21, 2014. All responses under this Sources Sought must be emailed to Moline@wapa.gov and Hammans@wapa.gov.
