- This is a notice of intent to award limited source Multiple Award Blanket Purchase Agreements. EPA Region 1 New England located at 5 Post Office Sq, Boston, MA 02109 intends to negotiate limited source Blanket Purchase Agreements (BPA) for Forensics Soils Scientist Expert Support Services for the EPA Region 1 Wetlands Enforcement Office for a period of five (5) years. Limited sources for this expertise are Wheeler Environmental Service, LLC and Peter Fletcher. Soils forensics is a specialty related to disturbed soils. It takes years of field experience to be able to accurately document the pre-disturbance state of a soil. Soils are one of 3 criteria necessary to document the existence of a wetland - hydrology and vegetation are the two others. In disturbed wetland sites, the vegetation has been removed and the hydrology sometimes altered. In addition, the upper layers of the soil have either been removed and replaced with fill material, or have been mechanically mixed. Soils forensics is often what the government relies on in determining whether a disturbed site was a previously a wetland or not. A solid understanding of the soils in wetlands is key to accurate delineation of post-disturbance wetland mapping and equally important to designing a restoration of the disturbed wetlands. The sources identified have been involved in supporting several EPA wetlands enforcement cases and have the specialized knowledge to provide the required forensic soils analyses services. The Government intends to solicit, negotiate and award to these sources using other than full and open competition procedures pursuant to the authority of FAR 13.106-1(b)(1). This notice of intent is not a request for competitive proposals, however all responses received by the response due date will be considered by the Government. The Government will not be responsible for any cost incurred for preparing a response to this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Contracting Officer is Patrice Denault, Denault.Patrice@epa.gov.
