Description
This notice is a request for information (RFI) and is not a request for proposals (RFP). The government will not award a contract on the basis of this notice, or otherwise pay for information solicited by it. Proprietary information should be clearly marked. The requested information is for planning and market research purposes only and will not be publicly released. In accordance with FAR 15.201(E), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. Description The Mission and Installation Contracting Command Center-Fort Eustis (MICCC-E) is seeking information on approaches and methods that can be used to remotely manage Digital Training Facilities (DTF) for the Product Director Distributed Learning System (PD DLS) located at 11846 Rock Landing Dr, Newport News, VA. The Army is seeking market research, potential sources, and best practice information to remotely manage 215 DTFs located at 88 geographically separated locations throughout the world. The DTF is a digital class room supporting up to 12 students at Reserve Component locations or up to 16 students at Army Active installations. The DTFs supports collective (group) training by providing classroom style environments. DTFs provide networked computers that support digital training, Video Tele-training equipment supporting courseware transmission from remote sites, and servers to interface Army intranets and the internet. DTFs also provide individual Soldiers with an on-base location to access web-based, job related and professional courses. The DLS network is centrally managed through an Enterprise Management Center (EMC) located on Fort Eustis, VA. A Government Distributed Learning Point of Contract (DLPOC) is appointed at each location. All DTF equipment and furnishings are currently provided by the Government. Security cameras with remote monitoring capability are installed in each DTF. Current Operations: The DLS currently provides an on-site DTF Manager (DTFM) at each location to support the DTFs. The DTFM operates the DTF by scheduling user training, controlling access to the facility, inventorying the DTF equipment, and ensuring the facility is maintained in a neat and orderly configuration. The DTFM provides daily operational checks and reports equipment troubles to the EMC, assists the EMC to validate/correct system and equipment troubles, coordinates on-site support for periodic equipment/facility upgrades, and provides support materials (e.g. printer supplies). The DTFM validates the credentials (common access card (CAC) and other personal identification) of new users of the DTF, submits a request for a user ID to the EMC, and enters the DTF domain on the user's CAC. The DTFM also assists new users of DTF equipment to access the DLS network as well as helps the user to locate and navigate on-line training courseware. The DTFM promotes the capabilities of the DLS and DTF to encourage usage of the facilities by local Army units and personnel. The DTFM also collects and reports data on facility usage. Technical Criteria The Remote DTF Management (RDTFM) should be able to support seven (7) primary areas and specific information of interest is as follows: 1.DTF Operations - The RDTFM must support daily operations of the DTF including. a.Control access to the DTF. The RDTFM must be capable of providing controlled access by verifying the credentials of personnel requesting access to the facility. The DTF must monitor activities to identify unauthorized use or activities. b.Schedule training in the DTFs. The RDTFM must provide a capability for users to schedule the DTF for training. The RDTFM must de-conflict requests for DTF usage. The RDTFM must allow unscheduled access to individual users on a space available basis. c.Inventory equipment and furnishings. The RDTFM must have a capability to determine if all equipment and furnishing are present. The RDTFM should be capable of detecting if an item is missing from the DTF and report the missing item to the EMC and DLPOC. d.Clean the DTF. The RDTFM must have the capability to monitor the cleanliness and orderliness of the DTF. Cleaning of the DTF and relocation of misplaced furnishing will be coordinated with the DLPOC. The RDTFM must also detect the storage of unauthorized items in the DTF and notify the DLPOC of the condition. 2.DTF Equipment Operations and Maintenance. The EMC has the primary responsibility for operations and maintenance of the DTF equipment. However, the RDTFM must provide support to the EMC. a.Daily Equipment Checks: The RDTFM must perform an operational check of the DTF equipment each day. Equipment suspected of not operating correctly must be reported to the EMC. b.Hardware/Software maintenance support. The RDTFM must verify the equipment condition after completion of corrective actions. The RDTFM should verify the installation of Information Assurance (IA) or other software patches transmitted by the EMC. The RDTFM must also monitor visits by equipment vendors performing maintenance on the equipment and verify equipment conditions following maintenance actions. The RDTFM must associate replaced equipment with the DLS network. c.Support equipment and facility upgrades. The RDTFM must support the Government's upgrade of equipment and facilities. The RDTFM must unlock and lock facilities for access by the installation teams. The RDTFM must monitor the facility to verify all excess or unauthorized items/materials are removed. d.Provide materials. Materials must be provided for operation of the DTF. The RDTFM must have a capability to monitor and report the amount of materials used and the available stock at each DTF. The RDTFM contractor should purchase and arrange for delivery of required materials to the DTF location. DTF materials include items such as AA/AAA batteries, file folders, paper pads, printer paper, staplers, trash bags, printer cartridges/toner, and projector bulbs. 3.DTF User Support. The RDTFM must help users access and use the DLS and DTF equipment. a.The RDTFM must allow users to gain access to the DLS. The RDTFM must verify the new user's credentials CAC and other form of identification. The RDTFM must initiate a request to the EMC for issuance of a DLS User ID Each DLS user requires a distinct User ID, established/issued by the EMC, and embedded on the user's CAC by the RDTFM. b.The RDTFM must assist users to operate the DTF equipment. User help will be required for operation of the VTT, computer, local network, and server equipment located in the DTF. Users may require assistance to log into the DLS. DTF users may also require assistance in navigating the DLS network to gain access to the desired courseware. The RDTFM may redirect users to existing help functions or helpdesks as well as provide direct assistance to the user. 4.DTF Marketing. The RDTFM must promote the use of the DTF at each location. The RDTFM must have the capability to periodically forward Government provided DTF promotion materials to Army units at each location. The RDTFM must receive and respond to questions and inquires about the DTF from Army units and individuals. 5.DTF Usage Reports. The RDTFM must collect data on the number of users and hours each DTF is used. DTF usage data must be reported to the DLS monthly. 6. RDTFM Characteristics. The RDTFM must interface with existing Information Technology (IT) systems including the DLS Enterprise Management System, supporting DoD networks, and the Local Area Networks at each location. The RDTFM must be compliant with Army Regulation (AR) 25-2 and meet the Army Information Assurance Best Business Practices. 7. RDTFM Implementation. The Contractor providing the RDTFM must work with the DLS Management Team, the EMC, and DLPOC to implement their solution. Documentation of the business processes used in the RDTFM, the operational instructions for the RDTFM, and a site activation plan must be provided. The RDTFM Contractor must train the DLS staff, EMC, and DLPOC on interfacing with the RDTFM. The RDTFM developing contractor must install and operate the RDTFM. The RDTFM must interoperate with the EMs and DLS but it is not required to reside on or be integrated with the DLS network. However, such approach will be considered if supported by the DLS without customization of its current applications. Submission Instructions: 1. The responses to this RFI are not expected to be proposals, but rather statements regarding the company's ideas in relation to the above information. 2. Please provide a point of contact (POC) name, telephone number and e-mail address, and your company's capability to provide the RDTFM. Responses to this RFI should be concise and limited to include only the most relevant material. Your response must be presented in sufficient detail for the Government to determine whether a RDTFM solution is a viable and feasible solution for the requirement. Provide the necessary functional area expertise and experience needed to support this type of requirement. Identify any previous experience providing remote management of training offered remotely, through the internet and use of other distance learning techniques to facilitate the delivery of high quality content and information to a wide range of audiences at distant, multiple locations through electronically mediated information and instruction of students who are separated geographically from their instructors and trainers, or educational facilities and any existing off-the-shelf products, or what cutting-edge approach to RDTFM training using state-of-the-art techniques and tools, such as video, audio-graphics, computers, multimedia, and other interactive technologies, any new and innovative RDTFM services available. Also, identify the degree of customization, if any, that your product or set of products will require in order meeting requirements. Describe generally accepted business practices that differ from standard Government practices. What is the estimated pricing structure for a one (1) base year, plus four (4) option years? All interested parties capable of providing the required services are invited to respond. Respondents are requested to submit responses electronically via email. Files should be in MS Office format (Word, Excel or PowerPoint) or Adobe pdf format, and should not exceed 5 MB. All responses shall contain UNCLASSIFIED material only. 3. Responses should not exceed 10 pages, each single side counting as one page, 8.5 inches x 11 inches, with one-inch margins, and font no smaller than 12 point Times New Roman. Proprietary information, if any, must be clearly marked. Be advised that all submissions become Government property and will not be returned. Acknowledgment of receipt of responses will not be made, nor will respondents be notified of the results of the Government's review of the information received. 4. Responses are due 10 February 2014, by 2:00 PM EST. The deadline for questions is 31 January, 2014, by 2:00 PM EST. Telephone calls regarding this RFI will not be accepted.
