Description
MARKET RESEARCH FOR SMALL BUSINESS FIRMS DUE BY 1:00 PM ON January 24, 2014. THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation or a request for proposal and no contract will be awarded from this notice. No solicitation or specifications are available at this time. Please monitor FBO, this sources sought notice will not be linked to the solicitation. The General Services Administration (GSA), New England Region, North Service Center Branch, is conducting market research to determine if any SDVOSB, HUBZone, EDWOSB or 8(a) Small Business Concern have the current relevant qualifications, experience, personnel, and capability to perform the work described herein. Services include Replacement of the Existing Cooling Towers at the Thomas J McIntyre (TJMC) FB & PO. The work will include: 1 - removal of approximately 400 SF of penthouse roof system, roof deck and reconfiguration of a minimal amount of penthouse roof structural steel; 2 - the partial removal of the piping systems that serve the two existing cooling towers (CT); 3 - the removal of the lighting systems that serve the CT Room; 4 - the partial removal of the CT fan power wiring system; 5 - the removal of the controls wiring system for the existing CTs; 6 - the removal of two nominal 120 CT ton CT and vibration isolation rails; 7- supply and install two new nominal 120 CT ton CT and vibration isolation rails; 8 - supply and install VFD drives for the CT fans and associated conduit and wiring to make operational ; 9 - supply and install the re-configured piping systems to the new CTs; 10 - supply and install the re-configured controls system for the new CTs; 11 - supply and install the new lighting system for the CT Room; 12 - Supply and install the modified building automation system programming to accommodate the new CTs; 13 - supply and install the new roofing structural steel, roof deck and roof system to be compatible with the existing roof system; 14 - proper disposal of the materials; 15 - Option - paint the interior space of the CT Room. The estimated cost is between $250,000 and $500,000. All qualified Small Businesses are encouraged to respond. Respondents will not be notified of the results of the evaluation. The main purposes of this Sources Sought Notice is to assist the Contracting Officer in determining if a Set-Aside is the acceptable strategy for the procurement. The appropriate NAICS Code is 238220, Cooling Towers, with a size standard of $14 Million. Please note that FAR Clause 52.219-14, Limitations on Subcontracting, will apply to this contractand will be strictly enforced. The contractor submitting a proposal shall incur at least 25 percent of the cost of contract performance. It is requested that interested parties submit a brief capabilities package. The package shall address, at a minimum, the following: (1) Examples of projects worked within the last five years of similar size, scope, complexity and duration as the work indicated. State whether your firm worked as a prime or subcontractor, contract value, brief description of how the referenced contract relates to the work described, and provide an agency or owner point of contact. (2) Company profile, to include number of employees, annual receipts, office location(s), and DUNS number. (3) Evidence to establish your company's standing as a SDVOSB, HUBZone, EDWOSB or 8(a) small business concern, under applicable NAICS. (4) A positive statement of your intention to submit a bid for this requirement if set-aside for your socio-economic group. AGAIN, THIS IS NOT A REQUEST FOR PROPOSALS. Responses must be received no later than 1:00 PM, Local Time on January 24, 2014. Electronic submissions will be accepted if sent via email to sotheavy.khon@gsa.gov.
