Description
This is not a solicitation announcement. This is a sources sought synopsis only. The purpose of this synopsis is to gain knowledge of potential qualified sources and their business size classification (HUBZone, 8(a), Small Business, Small Disadvantage, Small Veteran Owned Business or Service Disabled Veteran Owned Small Business) relative to NAICS Code: 622210- Psychiatric and Substance Abuse Hospitals (Size Standard of $35.5 Million). Responses to this synopsis will be utilized by the Government to determine that appropriate procurement methodology. After review of the responses to this sources sought synopsis, a solicitation announcement may be published to the general public on the Federal Business Opportunities website at www.fbo.gov. Responses to this sources sought synopsis shall not be considered as a response to a solicitation. All interested offerors will respond as an interested party to this sources sought. The Department of Veteran Affairs, Network Contract Office-NCO7 is seeking sources for a potential contract to provide Mental Health support services to eligible veteran beneficiaries. The Contractor shall furnish to Department of Veterans Affairs, General Outpatient Mental Health Services, Psychosocial Rehabilitative Activities, Substance Abuse Intensive Outpatient Treatment, Residential Substance Abuse Treatment, and Crisis stabilization for Atlanta VAMC referred patients. The government's intent is to use the contractor to supplement available resources at the Atlanta VAMC to increase access and provide services in a timely manner for veterans in need of outpatient mental health services. Given that there may be increase of decrease in demand for Mental Health care by veterans due to multiple factors, there may also be changes in the amount of services requested through this requirement. The Atlanta VAMC will request services for up to 2,580 veterans for general outpatient mental health, psychosocial rehabilitation, intensive outpatient treatment for substance abuse and residential services for substance abuse per year. A minimum of up to 12 veterans will be referred for crisis stabilization services per year. Performance under this requirement shall require the veteran and their caregivers to develop better communication, increase socialization, abstain from substance use, improve cognitive skills, decrease hospital stays, and number of outpatient visits; and that the veteran patient seek out community resources and live a longer, healthier life with less intervention. Services under this procurement shall be provided at the contractor's facility and shall be located in the State of Georgia having locations in one or more of the following locations: DeKalb, GA; Cobb, GA; Fulton, GA; Gwinnett, GA; Clayton, GA; Banks, GA; Cherokee, GA; Clarke, GA; Dawson, GA; Fannin, GA; Forsyth, GA; Franklin, GA; Gilmer, GA; Habersham, GA: Hall, GA; Jackson, GA; Lumpkin, GA; Madison, GA; Oconee, GA; Pickens, GA; Rabun, GA; Stephens, GA; Towns, GA; Union, GA; White, GA; Bartow, GA; Carroll, GA; Chattooga, GA; Coweta, GA; Douglas, GA; Fayette, GA; Floyd, GA; Gordon, GA; Haralson, GA; Heard, GA; Paulding, GA; Polk, GA; Spalding, GA; Barrow, GA; Butts, GA; Henry, GA; Jasper, GA; Lamar, GA; Meriwether, GA; Morgan, GA; Newton, GA; Pike, GA; Rockdale, GA; Upson, GA and Walton, GA. The Government intends to issue a five year contract to include a base year and four (4) additional one year option periods; which is projected to begin on or around May 1, 2014. If interested and are capable of providing the required services please provide the requested information: (1) Is your business small? (2) If small, does your company qualify as a small emerging business, or small disadvantage business? (3) If disadvantaged, specify under which disadvantaged group and if your company is certified under Section 8(a0 of the Small Business Act? (4) Is your company a certified, HUBZone company? (5) Is your company a woman-woman-owned business? (6) Is your company a certified Service-Disabled Veteran Owned? (7) Is your company a Veteran Owned Small Business? Small business concerns that are considering participation in this potential solicitation process under any Small Business Set-aside shall do so in accordance with the Small Business Act. Responses to this notice shall be e-mailed to the attention of: laurinda.millage@va.gov. Telephone responses will not be accepted. Responses must be received no later than 4:30 p.m. on January 27, 2014. This notice is to assist in determining the availability of capable sources via the commercial industry only. A solicitation is not currently available. If a solicitation is issued it will be announced at a later date, and all interested parties shall respond that solicitation announcement separately from the response to this announcement.
