- The following questions have been posed regarding this solicitation: 1. Q: When does the Government deem an item to be BER? A: An Item is considered BER when the cost to repair/overhaul the item exceeds 75% of the Stock List Price (SLP). 2. Q: In some cases, contractors have been able to resuse containers the assets were shipped in. Will that be the case with this requirement? A: The Government cannot determine what percentage (%) of ‘unserviceable container' fallout a company may incur. For instance, if the operational field ships/returns a fuel pump in an unacceptable container the contractor will still be required and liable to provide the correct special packaging instructions (SPI) when producing a serviceable asset back to the Air Force. 3. Q: Addendum to 52.212-1, "Instructions to Offerors", Section 2.6, "Electronic Offers," requests encrypted emails be sent. What if the contractor is unable to send an encrypted email? A: Contractors are welcome to fax their proposals to 405-739-3462, Attention Amanda Rossi Lockley with a cover sheet indicating "SOURCE SELECTION INFORMATION - SEE FAR 2.101 AND 3.104 - FOR OFFICIAL USE ONLY." Contractors are also able to send unencrypted emails; however, please be aware that the Government will not be held liable for any potential leak of proprietary data if the email is hacked. 4. Q: Addendum to 52.212-1, "Instructions to Offerors", Section 2.8, "Distribution," suggests contractors provide DCMA and DCAA with their proposals. Is this mandatory? A: No, the Government is only reminding those contractors who already have exisiting relationships with a DCMA ACO or DCAA rep to remember to submit their proposals to them as well.
