- 39-4001 Mod 3 Note: the bid opening has been extended to January 27, 2014 at 5:30 PM Afghanistan Time, 9:00AM Eastern Standard Time. Bids must be received prior to the bid opening date and time in accordance with the terms outlined in the IFB. The IFB can also be downloaded at: https://www.dispositionservices.dla.mil/sales/typesale.shtml DLA Disposition Services is offering a contract for Afghanistan White Goods. A more detailed description of the property, sale terms and conditions, and instructions for placing a bid are located in the Invitation For Bid (IFB) catalog. The IFB catalog number is 39-4001. Amendment: In order to further the Afghan First Initiative the IFB has been amended and the following language has been inserted into this IFB: Foreign Excess Personal Property Sale Restricted to Purchasers From Afghanistan (a) Definitions. As used in this clause- (1) A "Purchaser from Afghanistan" means a buyer that will purchase the property offered under the IFB and will perform any work required to remove and process that property, including the re-sales of such property, in Afghanistan using a workforce predominantly (at least 51 percent) comprised of citizens or permanent resident aliens of Afghanistan. A "Purchaser from Afghanistan" means a 100% Afghan-owned firm with a place of business located in Afghanistan at the time of bid submission. (2) A "Purchaser from Afghanistan" means a firm that will import property purchased under this contract into Afghanistan and be responsible for the payment of import duties and/or customs fees to the Government of Afghanistan. (b) Award of this contract shall be made to the highest responsive, responsible bidder(s) who qualify as a Purchaser from Afghanistan under this provision. The Bidder must certify the following statement on the Item Bid Page 18. Failure to certify will render the bid non-responsive. ____I certify that the firm submitting this bid qualifies as a Purchaser from Afghanistan under section (a) of the above clause, "Foreign Excess Property Sale Restricted to Purchasers From Afghanistan." I understand that I am making this statement subject to the penalties of 18 USC 1001.
