- This is a Notice of Intent for Sole Source, not a Request for Quote. A solicitation document will not be issued and quotes will not be requested. See attached for Sole Source Justification and Authority. The Network Contracting Office (NCO) 16 for the Michael E. DeBakey VA Medical Center (MEDVAMC) intends to negotiate and award on a noncompetitive basis to Creative Heath Care Management (CHCM), for South Central Veterans Health Care Network (SCHVCN) is contracting for Donna Wright to provide training on the Donna Wright Method of competency assessment processes. The contractor will ensure that all competency assessment processes meet or exceed regulatory standards. This workshop will promote accountability and clarity in competency assessment program. The workshop shall consist of 16 hours of onsite training/lecture and use of VTEL for non-traveler participation. The contractor shall follow-up with at least 6 conference calls for one year after the workshop. Ten (10) competency assessment text books will be provided at the workshop. At the end of one year, designated personnel shall posses the knowledge to create and maintain a competency assessment program that meets or exceeds regulatory standard of the Veterans Administration. To date our market research indicates CHCM is the only company who has developed and provided this type of competency assessment training. If a firm believes it can meet the requirements of this notice, it may request a copy of the Request for Quote from Jared Cariker at 918-577-3616 or via email at Jared.Cariker@va.gov. The quote must be completed and returned to Jared Cariker, Contracting Officer, by January 30, 2014 by 10:00AM (CT). Quotes can be submitted via email (preferred) to Jared Cariker or via mail to Jack C. Montgomery VA Medical Center, Attn: Jared Cariker 90C, 1011 Honor Heights Dr, Muskogee, OK 74401-1318.
