Description
Planned sole source follow-on contract to provide operations and maintenance services at the Chicago Harbor Lock facility located at the confluence of the main branch of the Chicago River and Lake Michigan in Chicago, Illinois. The government intends to award a sole source follow-on contract to its incumbent Contractor, ABM GOVERNMENT SERVICES, LLC, to continue the critical operations which will ensure uninterrupted lock operations until the government transitions federal employees into the existing contracted positions. The follow-on contract that requires Level 1, Full Service Lock Operations 24/7/365 will be firm-fixed price, with a performance period of 5 months. The highly skilled and qualified staff of the incumbent Contractor, ABM, has been successfully performing the Lock Operations and maintenance for over 4 years. They have been providing services for this Harbor Lock with the highest, single chamber traffic volume in the nation. ABM has in depth knowledge and the technical on ground staff necessary to maintain the continuity of lock operations which is vitally important in consideration of this lock being equipped with two sets of opposing sector gates that operate against an average head of one to four feet, and with its chamber being 600 feet long by 80 feet wide capable of locking vessels drafting up to 22 feet. ABM operates the Lock 24 hours per day annually. In 2012, it safely and competently managed this operation where approximately 10,500 lockages were made to pass 34,000 vessels and 41 kilotons of commodities through its chamber. Additionally, ABM has demonstrated its ability to provide excellent service during the Chicago Harbor lock's peak period of vessel traffic, which occurs from May through October. During this period, ABM has smoothly operated the lock receiving approximately 96 percent of its annual vessel traffic and where it has performed approximately 88 percent of the lock's annual lockages. With almost 50 years of providing expert facility and support services for government entities, ABM has decades of experience of serving the government, and understands the mission of these critical support services. They have been a reliable Contractor providing cost effectiveness in this project. In consideration of FAR 6.302 1(a)(2)(iii)(a) and (b), the services being planned are available only from the original source for the continued provision of highly specialized services as it is likely that an award to any other source would result in a substantial duplication of cost to the government that is not expected to be recovered through competition and potentially cause unacceptable delays in fulfilling of the agency's requirements for this operation that is required to be manned 24/7/365. Please submit your interest in response to this Notice, and a description of your capabilities and past experiences to perform these requirements. This is not a request for quotations or an announcement of a forthcoming solicitation. The government does not intend to pay for information received. All interested parties must respond within fifteen (15) days from the date of this notice. Written responses must provide clear and concise documentation indicating your firm's capability to provide the required services. Verbal responses are not acceptable and will not be considered. When responding to this announcement, respondents should refer to FBO announcement W912P6-14-R-0011. If no viable responses have been received in response to this announcement by 4:30 P.M.
