- This is a Request for Information (RFI), no proposals are requested by this announcement; all responses shall be solely in the form of information and materials. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government is under no obligation to issue a solicitation or to award any contract on the basis of this RFI. Further, the Department of Veterans Affairs (VA) is not seeking proposals and will not accept unsolicited proposals or any cost or pricing data. All costs associated with responding to this RFI will be the sole responsibility of the contractor. All submissions will be treated as business confidential materials, become Government property, and will not be returned. The estimated award date is February 2014. The North American Industrial Classification for this effort is 541519. Background The mission of the Office of the Inspector General (OIG) Information Technology & Data Analysis Division is to provide our users with the most effective use of computer technology, and telecommunications services in support of our programs that provide quality care for, and benefits to, America's Veterans. The goal is to provide data storage and access to all VA OIG data in a timely and cost effective manner with the highest quality of information technology products and services. The OIG maintains an Enterprise Management System (EMS) consisting of the Master Case Index (MCI) and customized applications used by the OIG. The primary function of the EMS case management is to maintain information pertaining to OIG investigations, fugitive felons, healthcare inspections, audits, hotline complaints, contract reviews and follow-up recommendations. MCI tracks various types of information, such as: oCrimes committed against programs and operations of VA by employees and non-employees, as well as allegations of serious violations of policies and procedures by high-ranking members of the Department. oFugitive felons who are veterans receiving benefits from the Department. oHealth care issues, quality program assistance reviews of medical center operations. oProgress of audits, evaluations, and inspections of VA programs, functions, and facilities. oOIG mission-related complaints regarding issues having the most potential risk to veterans, VA programs and operations. oPreaward, postaward, and other requested reviews of vendors' proposals and contracts. oRecommendations resulting from an investigation, inspection, audit or contract review report. Secondary functions include managing administrative data related to personnel, awards, training, clearance and supply allocation processing. This information is used for decision-making and statistical purposes. The directorates within the OIG (Assistant Inspector General for Investigations, Assistant Inspector General for Audits and Evaluation, Assistant Inspector General for Management and Administration, Office of Contract Review and Assistant Inspector General for Healthcare Inspections) enter, review, and edit data pertaining to their particular offices. In order to meet the need for a new EMS, the OIG has obtained an existing Education Department Investigation Tracking System (EDITS) Government off the Shelf (GOTS) investigations case tracking program which will be integrated with existing VA OIG applications and data, specifically a variety of existing MCI Modules, which will make up the new EMS. The current EMS/MCI application is based on a client/server architecture running Oracle 10g database version 10.2.0.1.0, Oracle Forms 6i and Reports 6i software. This system communicates over the VA network and supports about 600 OIG users nationwide. The database maintains data dating back to 1983 and contains over 100,000 OIG case/inspection/project and administrative records and approximately 50 forms and 400 reports. Total EMS/MCI data including indexes and documents stored in the Oracle Production database is 300 GB. System access levels by end-users range from view only through create, modify, and delete. Data access is initially granted at the lowest level and is increased with management approval according to the end-user requirements. The current system provides selective and limited access to the EMS/MCI data. Requirements The Contractor shall facilitate and support an upgrading and enhancement to the VA OIG EMS. Upgrades to the system will incorporate advanced technologies, improve the software architecture, meet the technical standards for 508 compliance, and permit for expeditious future development of other modules or features throughout the upcoming years. The OIG has obtained an existing Education Department Investigation Tracking System ( EDITS) Government off the Shelf (GOTS) investigations case tracking program. The Contractor shall install EDITS in the VA environment and modify the EDITS code, as required, to seamlessly interface with VA OIG applications and data. The Contractor shall redevelop the existing VA MCI programs from an Oracle client server platform to the new web based SQL Server system infrastructure described below. The Contractor shall then migrate MCI data to the new EMS. The Contractor shall integrate EDITS and redeveloped/migrated MCI processing into a unified EMS. For the purposes of this document, a new system (EMS) will be created by merging the modified GOTS system (EDITS) with existing programs migrated from an Oracle platform to a new system infrastructure (MCI). The Contractor shall provide training, technical, and user documentation for the unified EMS. Written responses to this RFI should address the following: 1.It is requested that interested contractors submit a response (electronic submission) of no more than 10 pages in length, single spaced, 12 point font minimum that addresses the above information, and the requirements of the attached DRAFT Performance Work Statement (PWS). Additionally, please provide any questions or comments in reference to the DRAFT PWS. 2.Capabilities/Qualifications - Description of the capabilities/qualifications/skills your company possess to perform the work. 3.Teaming Arrangements - Description of Teaming Partners, Joint Ventures that your company would consider to perform the work. 4.Socio-Economic Status - Indicate whether your company, subcontractors, teaming partners, or joint ventures have a Federal Socio-Economic status, e.g., Small Business, Service-Disabled Veteran Owned Small Business, Veteran Owned Small Business, Woman-Owned Small Business, Disadvantaged Small Business, 8A Small Business, and Hub Zone. If Service-Disabled or Veteran Owned Small Business, is your company and or partners certified in VA's VetBiz (www.vip.vetbiz.gov) repository? 5.Price information - Provide your price history and rough order of magnitude for the same or similar products/solutions. 6.Other Market Information - Provide any other relative information, however this information must be included within the 10 page limitation.
