- Arcata Associates, Inc. (Arcata) intends to issue a modification to Cycronix Inc. (Contract 12-201949) to extend their contract for a period of six (6) months, (February 1, 2014 through July 31, 2014) with two (2) 3-month option periods, (August 1, 2014 through October 31, 2014; and November 1, 2014 through January 31, 2015). Arcata currently procures to Cycronix under a prime contract with NASA Dryden Flight Research Centers (DFRC) Research Facilities and Engineering Support Services (RF&ESS) contract. This extension is necessary to bridge the performance period between the end of Arcatas RF&ESS current prime contract and the award of the new RF&ESS follow-on contract. Services received by Cycronix are critical to mission operations of NASA DFRC. The services provided include: Requirements gathering, capability gap analysis, investigation of solution approaches and alternatives, and development of plans to close capability gaps and transition infrastructure toward desired end states. In addition, the scope of this effort encompasses design support, implementation, and integration of specific prototype capabilities into existing infrastructure. Assist in the development and documentation of strategy and plans for enterprise architecture. This includes but is not limited to assistance in defining requirements, identifying capability gaps, analyzing solution options and associated costs and risks, and developing strategy for closing capability gaps. Participate in the design and development process of Dryden IT systems and services. This will require collaborating with teams and individuals including Dryden customers, enterprise architects and strategy counterparts at other NASA centers. This design and development task may include software design and implementation. Adapt existing tools or develop application interfaces that integrate existing services. Support design and development of applications for data acquisition, data archiving and distribution, information processing, and web-oriented information displays. Conduct ad hoc investigations of capabilities that leverage emerging technologies associated with virtualization or cloud computing. Contribute to development of systems involving sensor integration near-real-time distributed information processing and related decision support infrastructure. Contribute to the evolution of web-based systems and architecture components that leverage social collaboration, knowledge management, and information integration such as SharePoint, Liferay, and Confluence. Participate in assessing progress and deriving lessons learned as part of the feedback mechanism for improving performance of Drydens IT infrastructure development efforts. The current contractor, Cycronix, Inc. is considered the only contractor that can meet DFRC's needs given the potentially short period of performance for the extension. The contractor has the experienced and skilled personnel already in place to provide continued and uninterrupted services at DFRC. Arcata intends to award a contract modification to Cycronix under FAR 6.302-1. Award to another source for the period of this extension would result in substantial duplication of cost to the Government that is not expected to be recovered through competition of the extension and would not allow for a sufficient phase-in period. Notwithstanding this stated intent, interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 4:00 p.m. PDT on January 31, 2014. Such determination of capabilities/qualification will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by Arcata not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of Arcata. Arcata does not intend to acquire a commercial item using FAR Part 12. Oral communications are not acceptable in response to this notice.
