- Description
- This is not a Request for Quote. The Department of the Interior (DOI), Acquisition Services Directorate (AQD), on behalf of DOI's Office of the Secretary (OS), Office of Communications (OC), is seeking to issue a competitive Firm-Fixed-Price purchase order with a base period of twelve (12) months (one year) and four (4) one-year option periods. The Request for Quotation (RFQ) will be for cloud-based Drupal Platform as a Service (PaaS) Web Content Management System (CMS) support and will be issued by the AQD on or around January 17, 2014. The North American Industry Classification System (NAICS) code for the upcoming solicitation will be 541512 Computer System Design Services and will have a business size standard of $25.5 Million. The RFQ will be 100% set-aside for small businesses. Description of Requirement: DOI/OCIO/OC has a need for contractor support to provide a cloud-based Drupal PaaS Web CMS to support its public facing web sites under the DOI/OCIO's IT Transformation Initiative. Interior intends to implement an externally hosted, managed, and administered Drupal Platform-as-a-Service environment to allow for greater confidence in the overall operation of Drupal based websites and applications. Once completed, this project will provide the modern, flexible, scalable, stable, highly available, and survivable web hosting environment the Department requires. Implementation of this project will enable organizations throughout the Department of the Interior to use this shared service. This action will be primarily solicited in accordance with FAR Part 12, "Acquisition of Commercial Items", FAR Part 13, Simplified Acquisition Procedures, and FAR Subpart 13.5, "Test Program for Certain Commercial Items." This acquisition is intended to be a total small business set-aside in accordance with FAR 19.5. AQD anticipates soliciting this requirement through the Federal Business Opportunities website (www.fbo.gov) on or about January 17, 2014 under RFQ No. D14PS00158. Interested parties are responsible for monitoring the web site for all procurement related information and must respond to the RFQ in order to be considered for award of any resultant contract. The forthcoming RFQ will contain all requirements and instructions so qualified vendors can submit electronic proposals to the Contracting Officer, Ms. Chiharu Bullock at Chiharu_Bullock@ibc.doi.gov and the Contract Specialist, Mr. Philip Lee at Philip_Lee@ibc.doi.gov.
